The Council then discussed the ten street projects with the <br />Engineer, Mr, Chlebeck noted that these combined projects <br />would bring the cost down. The assessments will all be the <br />same per foot, <br />Mr, Robert Sanders informed the Council that the latest <br />word from Washington was that the Arbitrage Ruling will <br />probably take effect in October. It was his opinion that <br />the financing plan was a conservative, economically sound <br />program and should be acted on before this ruling. <br />The Council questioned where we were at concerning Demont <br />Street. They requested Mr. Chlebeck to renegotiate with the <br />County regarding the acceptance of Demont Street, <br />Mayor Fahey summarized the Street Maintenance and <br />Reconstruction Survey of 35 cities compiled by Roger <br />Glanzer. The Council then discussed a City policy <br />regarding this matter. They agreed that 80~ should be a <br />residential cost and 20~ a city cost on overlays and <br />restoration of streets, and a 100g residential cost on curb <br />treatedt as WanC exceptionfiniMr.beCarley explainede~that an <br />overlay is only one inch thick, <br />Mr. Chlebeck was requested to put the bond issue amounts on <br />the agenda for the June 25 meeting, <br />Mr. Carley explained that before selling a bond, the City <br />must have plans and specifications, advertise for bids and <br />have a contract, <br />The City Council called for a Hearing on streets and <br />curbing, The Hearing was set for July 2, 1986, 7:30 p,m. <br />at the Little Canada School. The Council discussed whether <br />or not Carla Lane and Beam Ave, should be called to the <br />Hearing, <br />The Council requested Roger Glanzer to confer with <br />Maplewood regarding any plans they might have in the area <br />of improving Beam Ave. <br />Mr. Voto presented the Council with a management report and <br />recommendations for the City of Little Canada. This is in <br />conjunction with the annual financial report to assist the <br />City in the analysis of financial results, financial <br />trends, internal control systems, fund balances of the <br />various funds of the City, compliance procedures related to <br />Federal and State regulations and/or statutes as they <br />directly relate to financial matters and actual and <br />potential effects of State legislation regarding the <br />financing of City government. <br />
