MINUTES <br />City Council <br />February 7, 1987 <br />LaValle reported that Mr. Frank has informed him that any questions <br />the City Council might have of the Little Canada Charitable Bingo <br />Organization should be directed to the bingo manager for each <br />charity and not to bingo supply distributers or the bingo hall <br />manager. <br />The Council also discussed the status of the organizations involved <br />as charities. It was felt that the City should obtain the State and <br />I.R.S. determination of non-profit status for these charties. <br />Mr. Nash also reported that the City or Auditor could contact <br />Representative Dick Kastorus, Chairman of the State Gaming Committee <br />for any information it might need regarding State Statute. <br />Council also discussed the $2 per packet that Mr. Masman previously <br />indicated went to the Bingo Nall Association, as Mr. Nash questioned <br />the legality of this. <br />Scalze suggested that the City request from the various charities <br />involved, membership lists as well as pay-out records. Voto stated <br />that this information should be a matter of public record. <br />Voto reported that his firm has audited bingo operations in the <br />past. The City can obtain the information on State and Federal <br />non-profit status for the various charities involved, as well as <br />reports on pay-outs for the past three years, membership lists <br />to verify that various gambling managers have been involved with <br />the charities for the past three years. <br />Voto suggested that he work with the City Clerk to draft the necessary <br />letters requesting this information. <br />Blesener questioned the financial statement submitted by the <br />Organization with regard to percentage of profit for the various <br />charities for pull-tabs and the variance in this percentage from <br />one charity to another. <br />Council instructed the Auditor to look at the pull-tab portion of <br />the operation and determine if its record-keeping system meets <br />State requirements. Nash exp1ained the various aspects of the <br />Statute with regard to pull-tabs. <br />Council authorized the City Auditor to begin his review of the <br />Little Canada Charitable Bingo Organization. <br />Council also discussed the fact that the Organizationis using the <br />City's logo and instructed the City Clerk to inform the Organization <br />to cease as the use of the logo gives the appearance that this is a <br />City organization. <br />Page -4- <br />
