MINUTES <br />City Council <br />Feb. 25, 1987 <br />Bingo The City Attorney also reported that the City has the power to <br />(Cont.) adopt more stringent charitable gambling regulations than the <br />State has enacted. If the City wants to proceed in that direction, <br />it will have to direct the City Attorney accordingly. The Attorney <br />pointed out that the City of St. Paul has enacted fairly stringent <br />law regarding the operation of bingo within its limits. <br />The Mayor noted that the City has received a letter from the <br />City Auditor outlining what he feels his responsibilities are <br />in the review of the Little Canada Charitable Bingo Operation. <br />LaValle asked if the County Attorney could designate the City <br />Attorney to prosecute a gross misdemeanor with regard to charitable <br />gambling if it chose to do so. <br />The City Attorney replied that this could be done if the County <br />Attorney appointed his office as special county attorney. <br />Fahey noted that under current law it is not the City's responsibility, <br />nor is it permitted, to sponsor any criminal presecution against <br />violations of charitable gambling laws. <br />The City Attorney stated that if the City wants such responsibility, <br />it will have to enact municipal ordinances. <br />Scalze noted that the City does have the authority to act on the <br />renewal of any charitable gambling licenses. <br />The Attorney replied that this was correct. <br />Scalze noted that the City is attempting to try to get a better <br />handle on the Little Canada Charitable Bingo organization through <br />its City Auditor's review of financial records. <br />Blesener stated that he will look at the accountant's report as <br />a tool in his decision on whether or not to renew this license. <br />Also, if there are any criminal activities, the matter would be <br />turned over to the State. <br />Scalze asked if the charitable organizations involved in the bingo <br />operations have turned in the reports requested at the previous <br />Council meeting. <br />The City Clerk reported that two of the organizations have asked <br />for an extension of the deadline for turning in these reports. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-2-93 - AUTNORIZING THE <br />CITY CLERK AND P~AYOR TO SIGN THE CITY <br />AUDITOR'S LETTER ON BEHALF OF THE CITY <br />OUTLINING THE AUDITOR'S RESPONSIBILITIES <br />Page -20- <br />
