WORKSHOP MINUTES
CITY COUNCIL
JANUARY 8, 2025
remaining $1-2 million if additional grant funds are not available. The proposed pedestrian bridge
over I-35E was also discussed, and Kwapick recommended maintaining this as a strategic priority,
but not a legislative priority in 2025. The City Administrator mentioned that strategic items like
this should be a focal point of discussion of the strategic plan.
There was a Council consensus that there was no need in 2025 to adopt any different priorities than
what the League of Minnesota Cities and Metro Cities are already working on.
Fischer asked if there was a top list of issues that could be discussed with state representatives or
senators when given the opportunity. Kwapick suggested the local controls issue and the City
Administrator suggested fiscal disparities.
GENERAL UPDATES
The City Administrator reported that Amanda Johnson, the city's new civil attorney, is moving to a
different law firm and there is Council consensus to stay with Ms. Johnson and sign a new contract
for city civil services with Eckberg Lammers. He noted that they were one of the finalist firms
during the RFP process.
The City Administrator stated that he has now signed the contract for his new position. He reported
that he has spoken with a few executive search firms about submitting a proposal to Little Canada if
the Council decides to hire a firm.
There being no further business, the meeting was adjourned at 7:24 p.m.
Thomas Fischer, Mayor
Attest:
Christopher Heineman, City Administrator
2
