MINUTES <br />City Council <br />March 11, 1987 <br />Securitized Mr. Fahey introduced the following resolution and moved its adoption: <br />Development <br />Bonds Of RESOLUTION N0. 87-3-105 - GIVING PRELIMINARY <br />1987 (Cont.) APPROVAL TO A PROJECT UNDER THE MUNICIPAL <br />INDUSTRIAL DEVELOPMENT ACT, MINNESOTA <br />STATUTES, CHAPTER 474, AND THE JOINT POWERS <br />ACT, MINNESOTA STATUTES, SECTION 471.59, <br />REFERRING THE PROPOSAL TO THE MINNESOTA <br />DEPARTMENT OF ENERGY AND ECONOMIC DEVELOPMENT <br />FOR APPROVAL, AUTHORIZING PREPARATION OF <br />NECESSARY DOCUMENTS, AND APPROVING THE <br />AUTHORIZING EXECUTION OF THE JOINT POWERS <br />AGREEMENT <br />The foregoing resolution was duly seconded by Mr. LaValle. <br />Ayes (4) Fahey, LaValle, Scalze, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Pages 113 through 115. <br />Solid Waste Kathy Tipler of the City's Solid Waste Advisory Committee appeared <br />Advisory before the Council. Tipler reported that existing landfills are <br />Committee becoming filled up as well as sites of new landfills becoming further <br />Report away from the Metro area. Tipler also reported that the older sites <br /> are causing contamination of ground water. As a result, the Legislature <br />Agenda passed the 1980 Waste Management Act. Washington and Ramsey Counties <br />Item No. 6 have entered into a joint powers agreement with NSP to determine <br /> a better system. <br /> Tipler reported that 70% of the trash generated in the Metro area will <br /> go to produce a new fuel called refuse derived fuel. A new plant will <br /> be opening in July in Newport which will produce this fuel. <br /> Tipler reported that solutions must be developed for handling the <br /> other 30% of trash. Also, eventually every City will have to make <br /> changes in their trash collection systems. <br /> Tipler outlined the solutions to the trash problem as the resource <br /> recovery facility in Newport which will eliminate the need for <br /> additional landfills, source separation which includes recycling, <br /> composting, organized collection and waste reduction. <br />Tipler explained that recycling wi11 include the separation of <br />newspapers from glass and metals. Composting includes neighborhood <br />area composting as well as County sites. Organized collection <br />includes the options of having one trash hauler for the whole City, <br />or dividing the City into different areas with a trash hauler <br />assigned to a particular area. Waste reduction involves generating <br />less trash. Tipler explained that the bottle bill is again before <br />the State Legislature. <br />Page -3- <br />
