MINUTES <br />City Council <br />May 13, 1987 <br />Wright's were willing to accept a price of $70,000 for their <br />home and relocation. <br />Frattalone indicated that if the Wright structure had to be <br />removed, he would be willing to pay $25,000 for the land value <br />and requested that the City make up the difference in tax increment <br />financing. <br />Mr. Wright asked for an explanation on relocation expenses. <br />The City Attorney reported that when a public agency exercises <br />eminent domain and takes a person's home, that person under State <br />law is entitled to relocation expenses up to a maximum of $15,000. <br />The proposal of $70,000 would include compensation for the house <br />and for relocation expenses. <br />Fahey pointed out that the property was appraised at $64,000, <br />therefore, the additional $6,000 would be considered relocation <br />expenses. <br />Mr. Wright indicated that the $70,000 was acceptable to him provided <br />that he be allowed to take some of the shrubries and trees from the <br />property. <br />Fahey felt that was acceptable. <br />Wright asked how much time he would be allowed to relocate. <br />Blesener did not feel that vacation was a problem and noted that <br />the developer could proceed and the road could be located <br />anticipating removal of the Wright home. <br />Frank Frattalone felt that 120 days for relocation was acceptable <br />to the developers. <br />Fahey asked the City Attorney if the property could now be platted <br />anticipating the removal of the biright home and the developers <br />allowed to proceed on that basis. <br />The Attorney replied that this could be done. <br />Scalze asked how many buildable lots the developers would gain with <br />the addition of the Wright property. <br />Frattalone replied that 1 1/2 lots would be gained. <br />Blesener felt that the $46,Q00 proposed by the Planner to be obtained <br />from the developer was high, but the $25,000 offered by the developer <br />was too low. <br />Council discussed the developer acquiring the property versus the <br />City retaining it and reselling it at a later date. <br />Page -6- <br />
