MINUTES <br />City Council <br />July 22, 1987 <br />Windrow <br />Drive <br />Street <br />Lights <br />(Cont.) <br />Wehrle felt residential safety was another reason for street lights. <br />Dlesener reported that Public Works will be looking at other streets <br />in the City with lighting in excess of what is provided for in the <br />street lighting policy. <br />Wehrle asked if the charge on sewer bills would be a life-long charge, <br />or if the residents could pay a larger amount and interest from this <br />money used to pay the electricity charges. 6dehrle noted that the <br />residents have no control over what NSP will be charging for the <br />electricty. <br />Blesener pointed out that the City has no control over this either <br />and if NSP increases the cost to the City, this should be passed <br />on to the property owners. <br />Wehrle asked what will happen if someone does not pay their share. <br />Blesener suggested that the cost would be put on the property taxes <br />of that individual. <br />Fahey agreed that the lighting on all City streets should be consistent <br />with the City's street lighting policy, and there was nothing to <br />preclude the City from removing street lights. <br />Scalze felt 800 feet between street lights was too far. Fahey agreed. <br />Blesener suggested that then the policy should be reviewed and amended. <br />The Clerk asked if the petition was adequate to allow the City to <br />charge the property owners for the electricity from the extra street <br />lights. <br />The City Attorney felt the petition was adequate for the moment. <br />The City Clerk suggested that an ordinance may be necessary to permit <br />the City to levy any unpaid electricity costs against taxes. <br />Fahey suggested the City Attorney review this. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-7-333 - APPROVING THE <br />REQUEST OF THE RESIDENTS OF IJINDROW DRIVE <br />FOR ORNAMENTAL STREET LIGNTS AS WELL AS <br />ADDITIONAL LIGHTS OVER AND ABOVE THE CITY'S <br />STREET LIGHTING POLICY WITH THE COST OF THE <br />ORNAMENTAL LIGHTS TO BE BORNE QY WESTLUND <br />CONSTRUCTION AND COST OF ADDITIONAL ELECTRICITY <br />OVER THAT PAID FOR BY THE CITY BASED ON ITS <br />STREET LIGHTING POLICY TO BE BORNE BY THE <br />PROPERTY OW~lERS <br />Page -20- <br />
