MIt~IUTES <br />City Council <br />July 22, 1987 <br />~ee felt the soils in the Centerville Road area would support one- <br />story block buildings, but reported that he is developing fab-con <br />buildings which are superior to block because of insulation factors <br />and long-term maintenance. <br />DeLonais agreed that the only good property is located along the <br />railroad tracks, and pointed out that it may be necessary to develop <br />lower buildings on the poorer soils in the City. <br />Lee agreed that a business, other than manufacturing, might be <br />interested in a lower building, however, pointed out that there is no <br />financing available for other than manufacturing. <br />Nielson suggested that the City put together a catalog of available <br />properties in the City and look at the constraints on these properties <br />with regard to soils. <br />Blesener suggested that this information was put together when the <br />City's tax increment financing districts were identified. <br />Lee discussed the fact that there was no financing available for <br />industrial projects under $1 million in size. <br />~lielson agreed that financing of smaller projects was difficult, but <br />noted that the use of SPA financing is being used for the smaller <br />project. <br />Nielson suggested that the City needs to identify the type of business <br />development it wants to attract, and noted that there is a problem in <br />that existing development will impact on the future development of the <br />City. <br />Lee suggested that an office development might be feasible for the <br />undeveloped property along Country Drive. <br />Flug suggested that an office park plan developed in stages might be <br />good for that particular area. <br />Fahey suggested that the City Clerk identify the industrial and <br />commercial sites which are undeveloped in the City indicating their <br />size and soil types, if possible, as well as identify redevelopment <br />areas in the City. <br />Nielson stated that it is possible to encourage development with the <br />proper incentives and development of a plan to attract deve1opment. <br />Nielson suggested that the City put together an inventory of various <br />tools the City has to attract development. <br />Fahey pointed out that the City has joined with other communities <br />in establishing a low interest bond pool that is available for use <br />by developers. <br />Page -4- <br />
