MIMUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />Pursuant to due call and notice thereof a workshop meeting of the <br />Council of the City of Little Canada, Minnesota was held on the <br />2nd day of September, 1987 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />September 2, 1987 <br />Mayor P1ichael 1=ahey chaired the meeting and called it to order at <br />7:10 A.M. and the following members of the Council were present <br />at roll call: <br />MEMBERS PRESENT <br />h1ayo r <br />Councilman <br />Councilman <br />Counci l~r~oman <br />Mr. P9ichael Fahey <br />P1r. ldilliam Blesener <br />P1r. Kathleen Glanzer <br />Mr. Pat Pelstring, Business Development Services, presented the <br />Council with a draft statement on Tax Increment Financing which <br />he reviewed with the Council. The first portion of the statement <br />dealt with the history of Tax Increment Financing. The statement <br />also contained Policy Considerations and Policy Statements by <br />which the Council would review proposals for projects requesting <br />Tax Increment Financing. <br />Council first reviewed the Policy Considerations portion of the <br />draft. <br />Fahey asked if there were any additions those present felt should <br />be added to the Policy Considerations. <br />Pelstring suggested that the City might want to address redevelopment <br />more directly in the Policy Considerations, pointing out that <br />redevelopment would probably be important in the City. <br />Scalze agreed that redevelopment should be addressed as well as some <br />of the difficult-to-develop parcels the City has. <br />Fahey pointed out that #3 under Policy Considerations refers to an <br />economic ~evelopr:ient plan, which the City does not have. Fahey <br />suggest?cl that the sa~ord "priorities" be substituted for "plan". <br />Those present discussed various areas in the City that may be <br />areas where redevelopment would be feasible. <br />Page -1- <br />
