MINUTES <br />City Council <br />Sept. 2, 1987 <br />Council discussed this and designating the whole City as a Development <br />District. <br />Pelstring suggested that the Legislature might not look favorably <br />on this, and that it might be easier to look at areas the City does <br />not want included and then designate the rest of the City as the <br />Development District. <br />Fahey was in favor of designating the entire City as a Development <br />District rather than amending the plan if the City is presented with <br />a project that was not in the district. <br />The rest of the group was in favor of excluding some areas of the City <br />from the master plan as suggested by Pelstring. <br />Scalze noted that Dan Wilson of Northwest Associates is currently <br />working on a master development district. <br />Fahey suggested that this matter be put on the agenda for the next <br />Council meeting. <br />Pelstring reviewed the fourth Policy Statement and suggested that the <br />length of 10 years be changed to 12 years since bond rates are currently <br />a little higher than they have been. <br />Policy Statement #5 was then discussed which was agreeable to the group. <br />Fahey reported that he had to leave the meeting and asked what the <br />next step would be after this morning's meeting. <br />Pelstring suggested that the group will have to determine a method <br />for getting the information out to developers. <br />Fahey suggested that another meeting be set to finalize the Policy <br />Statements and that Pelstring make a presentation on prospecting <br />methods. Fahey also suggested tha.t specific areas be targeted for <br />prospecting. <br />Pelstring agreed that after one more meeting the City should be able <br />to put together a good presentation to make to developers. <br />Scalze suggested that the group will have to identify the type of <br />development it wants in the specific areas that are targeted. <br />DeLonais felt that the City should wait until the developer comes in <br />with a proposal rather than tell the developer what kin.d of development <br />it wants. <br />Blesener pointed out that the City did not have to be very specific, <br />but rather indicate light manufacturing, office/warehouse, etc. for <br />certain areas. <br />Page -3- <br />
