P9INUTES <br />City Council <br />Sept. 9,1987 <br />Street <br />Assessment <br />Policy <br />(Cont.) <br />The City Engineer pointed out that of the 400 properties to be assessed, <br />there were only 18 property owners at the meeting and only 3 channes <br />in the assessments as proposed. <br />Blesener indicated that if a corner lot is splitable, the splitable <br />lot should be assessed for the improvement and the reMainder of the <br />sideyard would have no assessment. <br />Blesener pointed out that the Zilge property on Morrison and Demont <br />abutts two street improvements. 6lesener suggested that the Zilge <br />and Gallagher properties should be assessed for street improvement <br />at 100% on the short sides of their property and 20% on the long sides. <br />The City Engineer reported that when sewer and water went in the area, <br />these properties aaere assessed on the short side and were forgiven <br />135 feet of assessment on the long sides. The assessment for the <br />splitable lots was deferred and the deferment was dele~ed due to <br />house placement making the property no longer splitable. <br />Fahey pointed out that the Kehn property faces Brooks, and noted that <br />Brooks has not been improved. Fahey also noted that any footage t'nat <br />is not assessed must be paid for by the taxpayers in the City. <br />Fahey felt that the property owners should be assessed the way the <br />house fronts on a corner lot at 100% and 20% for the side yard frontage. <br />Fahey pointed out that this polic,y was adopted in 1967 and he did not <br />feel the City should depart from it. <br />Blesener pointed out that the Kehn property is splitable. 6lesener <br />stated that he felt the short side of the corner lots in the Morrison <br />area should be assessed 100% and the long sides should be assessed 20%. <br />Blesener felt that the Council should set a policy and then determine <br />if the lots in the Morrison Avenue area are splitable or not. <br />Fahey noted that under Mr. ~lesener's proposal there would be 880 feet <br />of improvement that would not be assessed, if the Council agrees that <br />the lots in the Roy Wilson Addition are not splitable. <br />Blesener pointed out that house location will be a factor. Blesener <br />suggested that if the short sides of the lots were assessed 100% <br />plus 20% along the long side, this would amount of 144 feet to assess, <br />and Blesener asked if this amount of frontage were assessed if the <br />project costs could be borne by the bond issue. <br />The City Gngineer replied that it could. <br />Scalze noted that if the Kehn property is assessed for 100 feet on <br />Brooks now, it should be noted that when Brooks is improved, the <br />property would not be assessed again. <br />The City Engineer replied that this is the policy the City has been <br />following on corner lots. <br />Page -12- <br />
