MINUTES <br />City Council <br />Sept. 9, 1987 <br />Street <br />Assessment <br />Policy <br />(Cont.) <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />Fahey felt that if the 20% were not assessed on a splitable corner <br />lot, the City would be giving this lot a benefit that other corner <br />lots were not getting. <br />RESOLUTION N0. 87-9-428 - ADOPTING AS CITY POLICY <br />FOR ASSESSING STREET If1PROVEMENTS ON CORNER LOTS <br />THAT THE FRONT FOOTAGE ASSESSP1ENT WILL EQUAL THE <br />NARROIJ WIDTN OF THE LOT AT FULL ASSESSMENT PLUS <br />20% OF THE FOOTAGE OF THE LONGER SIDE LOT IF THE <br />IMPROVEMENT IS CONSTRUCTED ON THE LONG SIDE OF <br />THE PROPERTY, WITH TNE EXCEPTION THAT IF TNE <br />PROPERTY OWNER HAS A SPLITABLE LOT ON THE LONG <br />SIDE OF THE PROPERTY, HE WOULD BE ASSESSED THE <br />FRONT FOOTAGE ON THE SHORT SIDE OF THE LOT PLUS <br />THE WIDTH OF THE SPLITABLE LOT ON THE LONG SIDE <br />PLUS 20% OF THE REMAINDER OF THE FOOTAGE ON THE <br />LONG SIDE, AND IF AN IMPROVEMENT IS BEING MADE <br />TO THE SHORT SIDE OF A PROPERTY AND NO IMPROVEMENT <br />HAS YET BEEN MADE TO THE ~ONG SIDE, THE PROPERTY <br />IS ASSESSED FOR THE LENGTH OF THE SHORT SIDE AND <br />AT SUCH TIME AS TNE LONG SIDE IS IMPROVED, IT <br />41ILL BE ASSESSED 20% OF THE FOOTAGE ON THE LONG <br />SIDE SUQJECT TO THE EXCEPTION FOR SPLITABLE LOTS <br />MENTIONED ABOVE <br />The foregoing resolution was duly seconded by Mr. Blesener. <br />Ayes (4) Fahey, Blesener, Scalze, LaValle. <br />Nays (1) Collova. <br />Resolution declared adopted. <br />This resoltuion appears in Resolution Book No. 18, Page 453. <br />Mr. Bob Schafer, property owner on Lake Street and Jackson, expressed <br />concern that under this assessment polic,y, the City would be forcing <br />corner lots to be divided and sold as property owners would not be able <br />to afford the assessments. <br />Fahey agreed that this could happen, but pointed out that the alternative <br />would be not to assess the splitable lot, and then it is divided and <br />sold and was never assessed. Fahey also pointed out that the City has <br />senior citizen deferments and handicapped deferments that could be <br />granted in some cases. <br />Schafer asked how this assessment policy would effect his property, <br />and this was explained to him by the Council. However, it was noted <br />that Jackson Street is a County Road. <br />Blesener commented that the City cannot afford to not assess for <br />splitable lots, pointing out that other property owners in the CiY.~. <br />Page -14- <br />
