MINUTES <br />City Council <br />Sept. 23, 1987 <br />Imp. <br />Hearing <br />Noel ~r. <br />Extended <br />(Cont.) <br />W)right felt that the Engineer's estimate was high and that actual <br />bidsfor the project wou1d be much less. <br />The Engineer stated that while the project is feasible from an <br />engineering standpoint, it may not be feasible from an economic <br />standpoint. <br />Fahey pointed out that the City could bid the project, and if the <br />bids were too high they could be rejected. <br />Blesener pointed out that Mr. Wright could put the street in himself <br />to City standards. <br />Scalze asked if it were possible to extend Noel Drive through to <br />LaBore Road. <br />Wright replied that the road could go all the way through. The <br />City Clerk agreed. <br />Fahey asked if there was anyone from the general public present <br />wishing to comment on this improvement. <br />Terry Vitali, 470 Allen Avenue, stated that she was opposed to the <br />project and was not in favor of paying any assessments involved in <br />this improvement. Vitali stated that she did not want City water, <br />and did not feel the improvement would benefit her property. <br />Fahey noted that if the City deletes the watermain portion of the <br />improvement along Allen, there would be no assessments to the Vitali <br />property. <br />Vitali stated that as long as she was not assessed, she did not care <br />whether or not the project went in. <br />Clarence Bruhn, 2977 Vanderbie, stated that he had one lot which <br />would be located on improved Noel Drive, and that he was not in <br />favor of the improvement at the cost proposed. Bruhn also pointed <br />out that there is a water problem in the area. Bruhn stated that <br />unless Noel Drive is put in properly, there will be problems, and <br />he was opposed to the improvement until such time as Noel Drive <br />could be extended through to LaBore Road. Bruhn also pointed out <br />that if the street is improved, he will have to give up la~d for the <br />street right-of-way, and he was opposed to doing so. Bruhn pointed <br />out that if the improvement went in, he would be assessed over $21,000 <br />and would gain only one lot. Bruhn stated that he would also have <br />to relocate a building on his property, which would be an additional <br />cost to him. <br />Milan Moravetz, 476 Allen Avenue, stated that he was opposed to <br />watermain improvement as well as the improvement of Noel Drive. <br />Moravetz stated that he does not want City water, and does not want <br />an assessment for the watermain.
