MINUTES <br />City Council <br />October• 14, 1987 <br />under• this guideline that would be set aside for~ public pur•poses <br />that could be put back into the pr•oject. <br />Council then discussed guideline #10 which Pelstr•ing noted that if <br />the City sets up a pool of funds that can be used for• TIF pr~ojects <br />in the futur•e, the City can infor~m developer~s that they ar•e making <br />a r•einvestment in the community in setting up this fund. Pelstr•ing <br />noted that the City should be able to fund economic development in <br />the City without ther•e being a cost to the City's taxpayer•s. <br />Council felt that the work "may" in item #10 should be changed to "will" <br />Council also discussed the per•centage involved, with Pelstr•ing noting <br />that Vadnais Heights r~equir~ed 20%. <br />Pelstr•ing suggested that his office and the Planner~ and City Cler•k <br />identify other• ar~eas in the City to be included in the site use analysis <br />r•epor•t. Pel str•i ng al so r•epor~ted that he woul d put together~ a few <br />mar•keting scenar•ios as well as estimated costs for• the Council to <br />consider•. <br />Fahey felt one of the scenar~ios consider~ed should be a developer•s <br />luncheon. <br />Wilson suggested that the Council consider• local pr•oper•ty owner~s as <br />well as outside developers. <br />DeLonais felt that ther~e should be a contact established to r•efer• <br />phone cal l s fr•om devel oper~s to for~ i nfor•mati on on avai 1 abl e pr•oper•ti es, <br />financing alter~natives, etc. <br />Blesener~ felt that when a developer• contacts the City Center•, the <br />developer•~s phone number• should be taken and the infor•mation r•elayed <br />to Business Development Cor•por~ation for~ follow-up. <br />Council agr•eed. <br />The City Cler•k r•epor•ted that Jur•an & Moody and Br•iggs & Mor~gan have <br />r•equested a wor•kshop meeti ng wi th the Counci 1 to r~eview tax i ncr•ement <br />financing and bonding. <br />The City Cler~k also r~epor•ted that at yester•day's meeting the r•oles <br />of the City Planner• and Business Development Ser~vices wer~e discussed. <br />Pelstr~ing r•epor•ted that it was decided that Business Development <br />Ser~vices would handle mar•keting, and when an application was r•eady <br />to be submitted, the developer~ would be r~efer•r•ed to the City Planner• <br />to put the documents together~ and pr•ocess the application. <br />Council set another~ wor•kshop meeting for• Wednesday, November• 4, at <br />7:30 P.M. <br />Ther•e being no fur~ther• business, the meeting was adjour•ned at 8:40 A.M. <br />Respe~fully submitte ~ <br />~i ~ ; , <br />`~,l,-e- ~~~c <br />Kath een Glan r~~~~i~ ~L ~~~ <br />zer~, "Recordi ng Se~~etar•y Page -5- <br />
