Kathl een G1 anzer~ <br />Fahey r•epor•ted that the purpose of tonight's meeting is to discuss <br />the disposition of the Capitol View building as well as possible City <br />par•ticipation in the cost of an addition onto the Little Canada <br />Elementar~y School. The workshop is being held jointly with member~s <br />of the School Distr~ict, School Board, Planning Commission, Par~k <br />Commission, Recr•eation Depar•tment, Recr•eation Association and members <br />of the publ i c at-1 ar•ge. A1 so pr•esent thi s eveni ng are r•epr•esentati ves <br />of Jur~an 8 Moody to discuss possible financing tools available to the <br />City in these ar•eas. <br />Br~ad Far•riham, Jur•an & Moody, r•epor•ted that he would like to hear~ some <br />discussion on the topics as far as mutual efforts and goals and then <br />it might be possible to discuss how tax-exempt leasing and financinq <br />would fit into these plans. <br />Farnham reported that with regard to a possible City participation in <br />the Little Canada Elementary School expansion, his firm recently did <br />similar• financing for• the City of Shor~eview and the Mounds View School <br />Distr•ict. Far•nham pointed out, however~, that leasing financing is a <br />very differ~ent instrument from the standard general obligation pror.ess. <br />Fahey reported that the School District is planning to add a number of <br />classrooms, plus multi-purpose room, to the Little Canada Elementary <br />School and have asked if the City would like to par~ticipate and add <br />adult shower~s to the facility, for~ example. Other• suggestions included <br />a full-sized gym, or• community space. <br />Steve Fenlon, Juran & Moody, reported that the project in Shoreview was <br />similar• in that the City par•ticipated in the cost of adding a pymnasium <br />to the Turtle Lake Elementary School. A lease/purchase agreement was <br />used to finance the pr•oject, which was secur•ed with some school <br />equipment.
