MINUTES <br />City Council <br />April 27, 1988 <br />Boosalis Scalze felt that the pr•oper•ty along Rice Str~eet should only be r•ezoned <br />CUP B-3 to a depth of 129 feet which would allow R-1 zoning to remain behind <br />(Cont.) the Townsley pr•operty. <br />Boosalis noted that the shopping center will be about 2 to 3 feet <br />lower than the cur•r•ent elevation of the proper•ty. This along with <br />the scr•eening and fencing pr~oposed would minimize the impact of the <br />shopping center• on Iona Lane. <br />Blesener• agr•eed that something should be done to pr~otect the Townsley <br />pr~operty. Blesener• also stated that he would not vote for~ an upzoning <br />of the R-1 pr•operty to the east, but would not be opposed to development <br />along Rice Str~eet pr•ior~ to development of the easter•n portion of the <br />pr~oper•ty. Blesener• stated that he feels D-3 is a pr•oper~ use of the <br />Rice Str•eet proper•ty. Blesener• also agr~eed that access for• the pr•oper~ty <br />to the east should come fr•om County Road C. <br />Fahey felt that in r~etur~n to r•ezoning R-1 pr~oper~ty along Rice Str•eet <br />to B-3, the City should get a fu11Y platted and developed r•esidential <br />subdivision of the pr~oper~ty to the east. <br />Boosalis stated that he had no pr~oblem with developing the proper•ty to <br />the east as R-1, however•, noted that some assistance will be necessary <br />to get single-family to wor~k in this ar•ea. [~oosalis asked the Council's <br />feeling for• pr•oviding this assistance. <br />Scalze felt it in the best inter•est of the City to see the entir•e par•cel <br />developed, but noted that Boosalis will need owner~ship of a couple of <br />more lots on County Road C. <br />Collova pointed out that the pur~pose of Tax Incr•ement Financinq is to <br />pr•ovide assistance to a pr~oject that could not go for•war•d without such <br />assistance. <br />Blesener~ stated that he would be in favor~ of TIF to get the easter•n <br />por•tion of the pr•oper•ty developed as R-1. <br />Collova and LaValle agreed.- <br />LaValle asked if the nor•ther•n end of the pr~oposed str~ip center• could <br />be br•ick to enhance the view from the Townsley proper~ty. <br />Boosalis r~eplied that anything is possible and this could be par•t of <br />TIF assistance, however~, pointed out that the ar~ea will be fenced <br />and scr~eened. <br />Blesener asked if the setback on the north could be incr~eased or~ the <br />bui 1 di ng shor•tened up to pr•ovi de mor•e than 40 feet separ•ation fr•om the <br />Townsley pr•oper~ty. Blesener• pointed out the 100 foot buffer• zone <br />r•equir•ed of the apartments on the nor•th of Iona Lane. <br />6oosalis pointed out that the apar•tments ar•e 3-stor•ies in height while <br />his center would be only 1 stor~y. <br />Page -7- <br />
