MINUTES <br />City Council <br />August 31, 1988 <br />~987 Fahey questioned the Storm Sewer Constr•uction Fund. <br />Audit <br />Report The Auditor pr~esented the Storm Sewer• District Financing Plan Update dated <br />(Cont.) December• 31, 1987 outlining the various pr•ojects including original 1986 <br />budget estimates, expenditures through December• 31, 1987, estimated cost <br />of completion resulting in the Revised 1987 Budget. <br />The Council discussed the assessment of some storm sewer~ projects ver•sus <br />the Storm Sewer Construction Fund which was established in 1986. The <br />Council pointed out that this Fund was established in 1986 to take care <br />of major storm sewer• projects that were needed City-wide. Projects <br />like the Sleepy Hollow pr•oject, and more recently the project near the <br />Saiko proper~ty were assessed to take care of small, isolated dr•ainage <br />problems. <br />The Council then discussed its policy for~ the assessment of 80% of the <br />cost of street reconstruction and the effect of this decision on the <br />City's mill r•ate. <br />The City Auditor r•eviewed Par•k Acquisition/Development Costs on page 11 <br />of the Capital Pr•oject Funds r•eport pointing out that the City has not <br />received the $200,000 donation which the Little Canada Recreation <br />Association has committed to make for~ park land acquisition. <br />The City Clerk reported that he has received a letter fr~om the Recreation <br />Association which indicates that the $200,000 would be donated to the <br />City for~ the development of the Centerville Road area pr•operty. <br />Fahey pointed out that the City was sent a pr•evious letter in which the <br />Recreation Association committed to donate $200,000 towards acquisition. <br />Because of this donation, the Council, then, decided to pur•chase 33.3 acres <br />of pr•operty in the Center•ville Road area. Pr~evious to the donation, the <br />Council was consider•ing a purchase of approximately 25 acres. <br />Scalze r•eported that it is the intent of the member•ship of the Little <br />Canada Recreation Association that the $200,000 would be donated towards <br />acquisition in the Centerville Road ar•ea. Scalze r•epor•ted that ther•e is <br />a meeting of the Association scheduled for• next week, and she would br~ing <br />this matter befor•e the membership. <br />The Auditor reported that the $200,000 has alr~eady been committed by the <br />City towards acquisition, and ther•e ar•e closings scheduled on the pr•oper•ty. <br />The Auditor also reported that under the City's pr~esent financial condition, <br />development of the Centerville Road park area is not feasible, unless the <br />City receives additional donations for~ that development. <br />Scalze repor~ted that the City's Par•k Consultant has put together• a long- <br />range plan for• the development of all City par•k property. The estimated <br />cost of full development of the Centerville Road park pr•operty is $1.2 million. <br />Again, the City Auditor pointed out that the City has no available funds <br />for• the development of Centerville Road area park at this time. <br />Page -3- <br />
