Slcibsted Zppeared before the Council and stated that the overlay ~vas done improperly since he now kias water noolinc~ in his driveway. Fahey pointed out that any property otoner ~•~ho wants to object to their assessment, must do so in writing. Pat Vit~le, Carla L,ane residen~, sf.ated that he also h1s ~ problem with water pooliny in his driveway. Vitale also reported th~zt the curbing whi.ch was insta7.led h1s tire marks ~nd grooves i.n it and looks bac~, T~Iark tieavers, 7H9 Carla Lane, pointed out L-ha~ the proZ~erty owners had two objectives in requesting the overlay, the firs~ being to repair the poor condition of the street, and the seconc3 ~oas to irnprove the ax~pearance of the neighborhood. S^Teavers felt that the mlterial that ~,~as used in the overlay and curbing improvement was very soft ancl c~uestioned its quality. ~deavers agreed tha~ the curbi.ng looks terrible and has been damagecl. The Cii:y Enganeer pointecl out that the curbinc~ is not an actual curb, but rather a lip and ~,~as basically for the purpose of directing caater. Peggy Schweizer, C'~rla L1ne res5.dent, pointed out that the City h~d al~~rays referred to i.t as ~ curb. Fahey sugc~ested tha~ part of the reason that i:he overJ.ay material appears to be soft i.s the peat whici~ is under the str.eet. The City F_,ngi.neer agreed tkiat there were tire marks on the 1ip, but not on the street pavemen~.
