MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />September 6, 1989 <br />Pursuant to due call and notice thereof a special <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 6th day of September, 1989 in <br />the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael Fahey chaired the meeting and called it <br />to order at 7:41 P.M. The following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: Mayor Mr. Michael Fahey <br />Councilwoman Mrs. Beverly Scalze <br />Councilman Mr. Bill Blesener <br />Councilman Mr. Rick Collova <br />Councilman Mr. Jim LaValle <br />ALSO PRESENT: City Engineer Mr. Donald Carley <br />Recording Sec. Mrs. Kathy Glanzer <br />PUBLIC Mayor Fahey opened the public hearing to consider <br />HEARING Improvement No. 89-16, a new street in the proposed <br />IMP. NO. Boosalis Addition from County Road C north and east <br />89-16 to the cul-de-sac by grading, sanitary sewer, <br />watermain, storm sewer, gravel base, concrete curb and <br />qutter and bituminous surfacing. <br />Mr. Norm Osland, 40 Iona Lane, asked for an explanation <br />of the public hearing notice and asked if assessments <br />are being proposed against Iona Lane properties for <br />this improvement. <br />The City Engineer reported that he drafted the public <br />hearing notice and reported on how he arrived at the <br />property description contained in the notice. <br />Fahey reported that the City is not proposinq that <br />there be an assessment to Iona Lane properties as a <br />result of Improvement No. 89-16. <br />Osland asked why the City is funding the street <br />improvement for the developer. <br />Fahey reported that the City is proposing to give the <br />developer Tax Increment Financing assistance as a part <br />of the project, which also includes a proposal for the <br />City to carry the interest on the assessments for the <br />developer's residential lots. Fahey pointed out that <br />the City's reasoning in granting TIF assistance is due <br />Page 1 <br />
