MINUTES <br />CITY COUNCIL <br />September 13, 1989 <br />PAYNE AVE. The City Engineer reported <br />proposal for the September <br />outlining alternatives for <br />reconstruction project. <br />that he will put together a <br />27th Council meeting <br />assessing the Payne Avenue <br />Fahey pointed out that the City has adopted a policy of <br />assessing 80% of reconstruction projects and picking up <br />the remaining 20% on general taxes. <br />The City Engineer pointed out that the proposal is for <br />sealcoating a portion of Payne Avenue, and he was <br />considering an option wherein the City picked up the <br />sealcoating costs. <br />Collova asked how strong the City's position would be <br />for assessing the reconstruction project for all <br />properties on Payne Avenue, when actual reconstruction <br />will only take place on one section of the street. <br />The City Attorney replied that it may be a tough test <br />in the courts. <br />Blesener pointed out that the overlay and sealcoating <br />will increase the life of the street. <br />Scalze suggested that a partial overlay of the entire <br />street and then a sealcoating will increase the life of <br />the street, and will give the City more basis for <br />assessing all the properties on the street. Scalze <br />stated that it was her feeling that the street needs <br />more than just sealcoating. <br />Scalze agreed that the City Engineer should look at <br />alternative options so that the life of the street is <br />extended and this matter is not before the Council in <br />another five years. <br />Fahey pointed out that the City Engineer, when putting <br />together some options, should keep in mind the City's <br />80/20 assessment policy. <br />BUDGET The City Council set a 1990 Budget Workshop meeting for <br />WORKSHOP Tuesday, September 26th, at 5 P.M. in the City Center. <br />MEETING <br />NEWSLETTER Scalze reminded the Council that the deadline for <br />submission of information for the City's newsletter is <br />Friday, September 15th. <br />Page 26 <br />
