MINUTES <br />CITY COUNCIL <br />September 18, 1989 <br />Council discussed the reconsideration of the project so that <br />the issue of assessing other properties benefiting from the <br />storm sewer improvement can be considered, and in light of <br />Mr. Boosalis's desire to redesign the road access for the <br />residential portion of the development. <br />Mr. Fahey introduced the following resolution and moved its <br />adoption: <br />RESOLUTION NO. 89-9-449 -RECONSIDERING APPROVAL OF TAE <br />PRELIMINARY PLAT FOR THE BOOSALIS PROJECT BASED ON <br />INFORMATION PRESENTED TONIGHT BY THE DEVELOPER AND TABLING <br />ANY FURTHER ACTION ON THE ROAD PROJECT PENDING RECEIPT OF <br />PLANS SHOWING THE RELOCATION AND REDESIGN OF THE ROAD, <br />FURTHER TABLING APPROVAL PENDING RECEIPT OF DRAINAGE <br />INFORMATION FROM THE WATERSHED AND CITY ENGINEER INCLUDING <br />THE CITY ENGINEER'S RECOMMENDATIONS AS TO WHETHER ANY <br />ASSESSMENT OF IONA LANE OR SCHRIER PROPERTIES IS APPROPRIATE <br />BASED ON THE FINAL DRAINAGE PLANS ADOPTED. <br />The foregoing resolution was duly seconded by Mr. LaValle. <br />Ayes (4) Fahey, LaValle, Scalze, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />Fahey suggested that Wilson continue work on the Development <br />Agreement incorporating the changes discussed. <br />Boosalis asked if he could get a building permit for the <br />commercial building pointing out that he has a deadline of <br />November for occupancy for MGM. <br />Fahey pointed out that the City can withhold the occupancy <br />permit for the building until it has a signed development <br />agreement. <br />Scalze pointed out that there will be a park charge due on <br />the project. <br />Boosalis replied that those costs are unallocated, and a <br />park charge will drive up the costs of the project as a <br />whole. <br />Fahey suggested that the park charge for the residential <br />portion of the development could be collected at the time <br />building permits are issued on each lot. <br />Scalze reported that the Park Commission will be reviewing <br />Page 8 <br />
