<br /> <br /> STAFF REPORT <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Heidi Heller, City Clerk/HR Manager <br /> Steve Anderson, Parks & Recreation Director <br /> DATE: January 8, 2025 <br /> <br />RE: Personnel Policy Update: Remove Shift Differential Pay for Seasonal Employees <br /> <br />ACTION TO BE CONSIDERED: <br />Update the Personnel Policy to remove shift differential pay for seasonal employees. <br /> <br />BACKGROUND: <br />The Personnel Policy currently states that Parks and Public Works seasonal workers will be paid a <br />shift differential for hours worked outside the determined regular workday hours. The shift <br />differential amount is $0.25 per hour. Parks staff are recommending that the shift differential pay <br />be removed for a few reasons: <br /> - It is difficult for both the seasonal workers and payroll staff to separately record and track <br />the regular hours worked and the hours that qualify for the differential pay, particularly with <br />the new electronic timesheet system, <br />- In 2024 the wages for all seasonal workers was increased by $2-$3 per hour <br />- The shift differential pay amount is very low. <br /> <br />Parks staff has spoken to several of the seasonal workers about this change and they have no <br />problem with removing this language, especially since it would be much simpler for them to record <br />their hours, and any differential pay amount they received was so small. The situations where the <br />shift differential hours occurs is mostly limited to Canadian Days, and one seasonal will work about <br />two hours on both Saturday and Sunday every weekend during the summer. <br /> <br />Staff recommends the language in red be removed from the Personnel Policy as shown below. <br /> <br />PERSONNEL POLICY: SECTION 10 OVERTIME & COMPENSATORY TIME <br /> <br />Temporary or Seasonal Employees – All such employees shall be entitled to pay at the rate of time <br />and one-half for all hours worked in excess of forty (40) hours per work week. Parks and Public <br />Works seasonal workers are paid a shift differential for any hours worked outside the regular <br />workday. The regular workday is Monday through Friday, 6:00 a.m. to 5:00 p.m. Saturdays, <br />Sundays, holidays and weekday hours before 6:00 a.m. or after 5:00 p.m. are defined as other than <br />the normal workday. The shift differential amount is established in the salary schedule. <br />RECOMMENDATION: <br />Staff recommends the language for Parks and Public Works seasonal worker pay differential be <br />removed from the Personnel Policy as presented, effective immediately. <br />
