STAFF REPORT TO: EDA President Fischer and Officers of the Economic Development Authority FROM: Chris Heineman, City Administrator DATE: January 8, 2025 RE: Appointment of 2025 Economic Development Authority Officers ACTION TO BE CONSIDERED Appointment of Economic Development Authority (EDA) Officers for 2025. BACKGROUND An economic development authority (EDA) is a legal entity created by a municipality or county to facilitate business assistance and development projects. All municipalities have the statutory authority from the Minnesota Legislature to create an EDA. The mayor, with approval of the council, appoints the commissioners. The board may consist of three, five or seven members who serve six-year terms. The EDA board is subject to the Open Meeting Law. The City of Little Canada currently operates under a five-member EDA structure, with current City Council members serving as EDA Commissioners. EDA officer roles include President, Vice President, Treasurer, Assistant Treasurer, Secretary, and Director. Prior to the appointment of these roles for 2025, the City Council must adjourn as the City Council and reconvene as the Economic Development Authority in order to complete the 2024 appointment of officers. Below is the list of current (2024) appointments: Tom Fischer - President Teresa Miller - Vice President Chris Kwapick - Treasurer Chris Heineman - Assistant Treasurer Chris Heineman - Secretary Amanda Gutierrez – Director Dave Miller - Director RECOMMENDATION Appoint the Economic Development Authority Officers for 2025.
