<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Steven Anderson, Parks and Recreation Director <br /> <br />DATE: December 18, 2024 <br /> <br />RE: Consider Approval of Proposal for Keyless Entry at City Facilities <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve proposal from Electro Watchman for Keyless Entry at City Facilities. <br /> <br />BACKGROUND: <br />Keyless Entry is a popular solution for businesses looking to provide access control, entry audit trails and <br />advanced security. Currently the city has hard keys for all of it’s building which includes 3 different <br />brands of key cores. Keyless entry would provide: <br />• Enhanced security and the ability to track who enters city facilities <br />• Remove any worry of lost keys <br />• Offer convenience for users <br />• Provide keyless access for renters using rental facilities <br /> <br />The Public Works Shop had keyless access installed in 2015. The server for this facility was linked to <br />Roseville City Hall’s server. Part of this project would transfer this server to City Hall. Additionally, the <br />Public Works Readers have become outdated and are vulnerable to malicious attacks. These would be <br />replaced with High-Encryption, Mobile-Ready card readers like the ones being installed with the rest of <br />this project. <br /> <br />The City received 3 proposals for services. Electro Watchman had the lowest proposal, $65,620.39 and <br />also has an extensive history working with Metro-Inet and the City of Little Canada. The City has <br />budgeted in it’s Capital Improvement Program $71,500 for Keyless Entry at City Hall, Old Fire Hall, <br />Spooner Park and Pioneer Park. The total amount budgeted is as follows: <br />• Parks 87 – Park Keycard Access - $25,000 <br />• Buildings 18 - OFH Keycard Access - $24,500 <br />• Buildings 16 - City Hall Keycard Access - $22,000 <br /> <br />Additionally, the city will need to hire a contractor to provide modifications/replacement of some <br />doors and door hardware. <br /> <br />STAFF RECOMMENDATIONS: <br />Approve proposal from Electro Watchman for Keyless Entry at City Facilities. <br /> <br />ATTACHMENTS: <br />Electro Watchman Proposal
