STAFF REPORT

TO: Mayor Fischer and Members of the City Council

FROM: Eric Seaburg, P.E., City Engineer

DATE: January 22, 2025

RE: Improvement Hearing – 2025 County Road D Improvements

ACTION TO BE CONSIDERED:
Approve resolution ordering the improvements for the 2025 County Road D Improvement Project.

BACKGROUND:
County Road D between Greenbrier Street and County Road D Circle is under Ramsey County
jurisdiction and is programmed for major improvements in 2025. The project is located within three
cities: Vadnais Heights, Little Canada and Maplewood. Vadnais Heights and Little Canada plan to
assess eligible portions of the improvements project. This project is generally an extension of the
County Road D reconstruction project that was completed in 2020.

County Road D is proposed to be fully reconstructed to an urban section with the addition of new
concrete curb and gutter. The road section will include two 11-foot drive lanes, 7-foot shoulders, and a
multi-use trail on the north side of the road. Minor utility improvements will be incorporated where
necessary. The project has included various touchpoints with the public and impacted property owners.

PROJECT COSTS AND FUNDING
Consistent with the County’s cost participation policy, the City will be responsible for a share of the
project costs within the Little Canada city limits. The City’s costs are currently estimated at $164,000.
The total estimated project costs are $3.9M.

The City typically funds roadway projects using a combination of special assessments and its
Infrastructure Capital Improvement Fund, Fund 450. This project also qualifies as a source to draw
Municipal State Aid funding which contributes to the fund balance of Fund 450. Based on the City’s
Assessment Policy for reconstruction projects, parcels are assessed on a “front foot” basis. The City’s
past practice has been to utilize 50% of the per policy rate along County Roadways. Following that
practice, the proposed assessment rate for this project is $44.92 per front foot. This will generate
$87,028 in special assessment funding. The remaining costs will be funded from the Infrastructure
Capital Improvement Fund 450.

SOURCE OF FUNDS
Street improvements would be funded through the City’s Infrastructure Capital Improvement Fund and
special assessments.

STAFF RECOMMENDATIONS:
Staff recommends that the City Council approve the Resolution ordering the Improvement for County
Road D improvements.
