STAFF REPORT

TO: Mayor Fischer and Members of the City Council

FROM: Heidi Heller, City Clerk/HR Manager
Steven Anderson, Parks and Recreation Director

DATE: February 12, 2025

RE: Ordinance 908, Amending the Fee Schedule for Park Shelter Rental & Administrative
Fees, Equipment Rental Rates and Remove 1 Mechanical Permit

ACTION TO BE CONSIDERED
Adopt Ordinance 908, amending the Little Canada Fee Schedule.

FACILITY RENTAL FEES – Alcohol Consumption Service Fee
The Parks and Recreation Director is recommending adding a $50 Alcohol Consumption Service Fee
for any Parks Facility Rental that requests to consume alcohol at their event. The City currently
permits rental groups to provide alcohol at their events at no cost, as long as they have a facility rental
permit from the city and Certificate of Insurance (COI).

Many communities charge $100-$200 for groups to bring in alcohol service, require hiring licensed
alcohol caterers, require the hiring of an event officer during service times, only allow 3.2% beer or do
not allow rental groups to have alcohol at their rental facilities at all. The addition of this service fee is
nominal but would help offset costs from events that have alcohol, as they generally are more taxing
on the facility, have more trash/recycling and require more cleanup after post event inspection.

FACILITY RENTAL FEES – Admin Change Fees
The Parks and Recreation Director is recommending adding administrative fees for cancellations and
permit changes to the fee schedule. These fees are already in place and directly relate to the personnel
costs of changing rentals.

EQUIPMENT RENTAL FEES
The Parks and Recreation Director is recommending adding equipment rental fees to the fee schedule.
These fees are already in place and directly relate to the public renting equipment from the city.

*New added fees are highlighted in yellow
Rental Fees – Old Fire Hall
$350 deposit required
120 – Monday – Thursday
210 – Friday-Sunday & Holidays
Rental Fees – Park Shelters
$250 deposit required
Pioneer Park Desoto (Any Day)
$75 resident or $130 non-resident
Spooner Upper (Monday-Friday)
$140 resident or $200 non-resident
Spooner Upper (Saturday-Sunday & Holidays)
$180 resident or $245 non-resident
Spooner Lower (Any Day)
$95 resident or $155 non-resident
