<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Heidi Heller, City Clerk/HR Manager <br /> Steven Anderson, Parks and Recreation Director <br /> <br />DATE: February 12, 2025 <br /> <br />RE: Ordinance 908, Amending the Fee Schedule for Park Shelter Rental & Administrative <br />Fees, Equipment Rental Rates and Remove 1 Mechanical Permit <br /> <br />ACTION TO BE CONSIDERED <br />Adopt Ordinance 908, amending the Little Canada Fee Schedule. <br /> <br />FACILITY RENTAL FEES – Alcohol Consumption Service Fee <br />The Parks and Recreation Director is recommending adding a $50 Alcohol Consumption Service Fee <br />for any Parks Facility Rental that requests to consume alcohol at their event. The City currently <br />permits rental groups to provide alcohol at their events at no cost, as long as they have a facility rental <br />permit from the city and Certificate of Insurance (COI). <br /> <br />Many communities charge $100-$200 for groups to bring in alcohol service, require hiring licensed <br />alcohol caterers, require the hiring of an event officer during service times, only allow 3.2% beer or do <br />not allow rental groups to have alcohol at their rental facilities at all. The addition of this service fee is <br />nominal but would help offset costs from events that have alcohol, as they generally are more taxing <br />on the facility, have more trash/recycling and require more cleanup after post event inspection. <br /> <br />FACILITY RENTAL FEES – Admin Change Fees <br />The Parks and Recreation Director is recommending adding administrative fees for cancellations and <br />permit changes to the fee schedule. These fees are already in place and directly relate to the personnel <br />costs of changing rentals. <br /> <br />EQUIPMENT RENTAL FEES <br />The Parks and Recreation Director is recommending adding equipment rental fees to the fee schedule. <br />These fees are already in place and directly relate to the public renting equipment from the city. <br /> <br />*New added fees are highlighted in yellow <br />Rental Fees – Old Fire Hall <br /> $350 deposit required <br />120 – Monday – Thursday <br />210 – Friday-Sunday & Holidays <br />Rental Fees – Park Shelters <br /> $250 deposit required <br />Pioneer Park Desoto (Any Day) <br /> $75 resident or $130 non-resident <br />Spooner Upper (Monday-Friday) <br /> $140 resident or $200 non-resident <br />Spooner Upper (Saturday-Sunday & Holidays) <br /> $180 resident or $245 non-resident <br />Spooner Lower (Any Day) <br /> $95 resident or $155 non-resident
