MINUTES <br />CITY COUNCIL <br />5eptember 27, 1989 <br />Keis reported that construction of Payne Avenue began <br />in 1979 and was completed in the Spring of 1980 when <br />blacktop was installed. Residents were assessed $80.24 <br />per foot for the improvement at that time, and many of <br />the residents are still paying that assessment. The <br />assessment was spread out over 15 years, and Keis asked <br />if the 15 years was chosen because that was the life <br />expectancy of the raod. Keis also pointed out that <br />Payne Avenue is a half mile long, which he felt <br />unusually long, and suggested that additional cross <br />streets would have lessened the amount of traffic on <br />the street. <br />Scalze pointed out that when Payne Avenue was improved, <br />if a cross-street to Edgerton would have been required, <br />it would have been necessary to take out a house on <br />Edgerton since all the lots were developed. <br />Keis asked what the City's responsibility with regard <br />to Payne Avenue is, pointing out that the street did <br />not last long and a major patch job was already needed <br />in 1981. Keis reported that in 1984, according to City <br />records, the City Engineer indicated that there was <br />upheaval in the street, and reoonstruction of the base <br />was suggested. This is only 4 years after the street <br />was improved. Keis suggested that Payne Avenue was bad <br />from day-one, and suggested that the City knew Payne <br />Avenue was bad. Keis reported that past meeting <br />minutes reflect that the Public Works Superintendent <br />indicated in both 1984 and 1985 that there were <br />structural problems with the road, and there was <br />discussion about the high water table. <br />Keis asked about the life expectancy of roads, <br />indicating that the City Engineer has said that 20 <br />years can be expected, however, other city engineers <br />have indicated to him that 30 to 40 years can be <br />expected with proper road maintenance. Keis stated <br />that other cities are not experiencing the same problem <br />Little Canada is with Payne Avenue. <br />Blesener disagreed, pointing out as an example that <br />Belland Avenue in Vadnais Heights is a fairly new <br />street that has deteriorated siqnificantly. <br />Fahey stated that he accepts that the residents would <br />reasonably expect that Payne Avenue would have lasted <br />lonqer. Fahey pointed out that the southern portion of <br />the road is in fairly good shape, it is the northern <br />portion that has deteriorated significantly. <br />Page 16 <br />
