STAFF REPORT TO: Mayor Fischer and Members of City Council FROM: Chris Heineman, City Administrator DATE: February 26, 2025 RE: Accept Metropolitan Livable Communities Development Grant for 99 Country Road B East Senior Housing Project and Designate City Signing Authorities ACTION TO BE CONSIDERED: Accept Metropolitan Livable Communities Development Grant for 99 Country Road B East Senior Housing Project and Designate City Signing Authorities. BACKGROUND: Lupe Development was recently awarded $490,000 from the Metropolitan Council’s Livable Communities Act grant program for construction of a 106-unit affordable senior (age 55+) housing project on the property at 99 County Road B East. The 106 units of affordable senior housing would include 20 studios, 68 one bedrooms, and 18 two bedrooms with rents ranging from 30% to 80% AMI. The majority (91 units) or 86% of the units are affordable at or below 60% AMI. The project also includes supportive housing units at 30% AMI. These 11 studio units will target homeless population in need of housing and will be supported by a service contract. The building will have first floor common areas and amenities including lobby, fitness center, community/clubroom with kitchen, outdoor gardening, business center, package and mail room, trash and recycling facilities, and leasing/management offices. The project will include approximately 97 parking spaces through a combination of below ground and outside surface at- grade stalls. In September 2023, the Council approved rezoning this property to R-3, High Density Residential along with approving a Planned Unit Development overlay to allow for increased density and a reduced driveway setback. The developers have purchased the property and been working on securing grants and funding for the project since then. RECOMMENDATION: Staff recommends Council accept the Metropolitan Livable Communities Development grant for $490,000 for the senior housing project at 99 Country Road B East and designate Ben Harrington and Sam Magureanu as city signing authorities.
