<br /> <br /> STAFF REPORT <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> <br />DATE: February 26, 2025 <br /> RE: Accept Metropolitan Livable Communities Development Grant for 99 Country <br />Road B East Senior Housing Project and Designate City Signing Authorities <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Accept Metropolitan Livable Communities Development Grant for 99 Country Road B East <br />Senior Housing Project and Designate City Signing Authorities. <br /> <br />BACKGROUND: <br />Lupe Development was recently awarded $490,000 from the Metropolitan Council’s Livable <br />Communities Act grant program for construction of a 106-unit affordable senior (age 55+) <br />housing project on the property at 99 County Road B East. The 106 units of affordable senior <br />housing would include 20 studios, 68 one bedrooms, and 18 two bedrooms with rents ranging <br />from 30% to 80% AMI. The majority (91 units) or 86% of the units are affordable at or below <br />60% AMI. The project also includes supportive housing units at 30% AMI. These 11 studio <br />units will target homeless population in need of housing and will be supported by a service <br />contract. The building will have first floor common areas and amenities including lobby, fitness <br />center, community/clubroom with kitchen, outdoor gardening, business center, package and mail <br />room, trash and recycling facilities, and leasing/management offices. The project will include <br />approximately 97 parking spaces through a combination of below ground and outside surface at- <br />grade stalls. <br /> <br />In September 2023, the Council approved rezoning this property to R-3, High Density <br />Residential along with approving a Planned Unit Development overlay to allow for increased <br />density and a reduced driveway setback. The developers have purchased the property and been <br />working on securing grants and funding for the project since then. <br /> <br />RECOMMENDATION: <br />Staff recommends Council accept the Metropolitan Livable Communities Development grant for <br />$490,000 for the senior housing project at 99 Country Road B East and designate Ben Harrington <br />and Sam Magureanu as city signing authorities. <br /> <br /> <br />
