<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Heidi Heller, City Clerk/HR Manager <br /> <br />DATE: February 26, 2025 <br /> <br />RE: Renewal of Joint Powers Agreement for the Ramsey County Geographic <br />Information Systems (GIS) Users Group <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve renewal of the Joint Powers Agreement for the Ramsey County GIS Users <br />Group. <br /> <br />BACKGROUND: <br />The City of Little Canada is a member of the Ramsey County GIS Users Group. The group <br />members participate in the exchange of GIS information and is responsible for the GIS mapping <br />available on the Ramsey County website, which the City uses in its own GIS mapping system <br />through Bolton & Menk. The group negotiates flyover schedules and rates for aerial imagery as <br />well as keeping up to date on current technology in the GIS realm. The GIS data is used on a <br />daily basis by most of the staff and is essential to the job in this day and age. <br /> <br />Attached is a Joint Powers Agreement (JPA) renewing the City’s membership in the group for <br />the next five years (2026-2030). The agreement is very similar to previous agreements and <br />includes annual dues. The 2026 rate is not yet known, but past years’ rates have been in the <br />neighborhood of $1,000 and future rates are expected to be in the same ballpark. <br /> <br />SOURCE OF FUNDS: <br />The annual dues are budgeted for in the Administration portion of the operating budget. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving the renewal of the Ramsey County GIS Users Group Joint Powers <br />Agreement for the period 2026-2030. <br /> <br />ATTACHMENTS: <br />Copy of Joint Powers Agreement <br /> <br />
