As the 5-year strategic plan is expiring, with 90.17% of items showing measurable completion, staff
recommended to complete a strategic planning session with the city council and leadership team to
develop another 5-year strategic plan. On December 18, 2024, the City Council approved an agreement
with Richard Fursman of HueLife to facilitate and document retreat results. The upcoming Strategic
Planning Retreat will be held on February 28 and March 1.

REPORTS AND DATA:
In preparation of the Strategic Planning Retreat, staff has provided links to relevant documents with a
brief overview of each document following the links:
• 2019 Strategic Plan (PDF)
• 2022 Strategic Plan Update (PDF)
• 2022 Strategic Plan Progress Reporting (PDF)
• 2024 Public Works & Parks Project Review and 2025 Project Projects (PDF)
• 2025 Little Canada Housing Study (PDF)
• City of Little Canada Community Inclusion Report (PDF)
• City of Little Canada Sustainability Report (PDF)
• Little Canada Rice Street Corridor - ULI Minnesota Technical Assistance Panel Final Report
(PDF)

2019 Strategic Plan
The 2019 Strategic Plan was adopted in September 2019, with the city’s first-ever strategic planning
session held in May of 2019. Following a facilitated discussion lead by HueLife, the city adopted four
strategic directions were identified to help achieve a practical vision for the community and identified
clear steps the city would take to achieve that vision:
1. Enhancing and Empowering the Community
2. Creating Operational Efficiency
3. Maximize the City’s Assets to Catalyze Development
4. Mandating Action and Accountability

2022 Strategic Plan Update
In September of 2022, the City Council approved an update to the 2022 Strategic Plan. Many of these
initiatives identified in the 2019 Strategic Plan had been accomplished by 2022, and Council members
felt it was important to update the plan. City Council and staff participated in a 2-day planning workshop
on April 22 & 23 facilitated by Hue Life Consulting to review and update the 2019 Strategic Plan.

The result of this process was the identification of nine visionary outcome areas which were expanded
into updated strategic directions with specific 1-year action steps and 2-year successes. Since the
updated plan was adopted, staff has used the document to shape work plans, with 90.17% of action items
showing measurable completion.

2022 Strategic Plan Update Progress Reporting
The strategic plan progress reporting tool breaks each strategic direction into an easy-to-use and easy-to-
update Excel file with five completion status categories monitored through a percentage tracking system.
Additional information for each action item has been encompassed in order to document steps toward
completion and provide a status of completion. Table 1 on the next page defines each heading within the
progress reporting tool.
