MINUTES <br />CITY COUNCIL <br />November 8, 1989 <br />approximately $57,000 due to the State's recomputation <br />of the growth adjustment factor. <br />The Auditor then reviewed Exhibit A of his report which <br />gives a General Fund Budget overview. The Auditor <br />pointed out that the City cannot levy for the $57,000 <br />decrease, and outlined the City's options as listed in <br />his letter. <br />Blesener pointed out that one of the options is to <br />eliminate the City's contingency fund. Blesener <br />suggested that based on past history, he felt the <br />contingency fund could be decreased to $25,000, and <br />suggested that the logical place to pick up the <br />remaining $25,000 was from park development funds. <br />Scalze pointed out that much of the money budgeted <br />under park development is matching grants, pointing out <br />that only the money budgeted for backstops in Pioneer <br />Park is not. <br />Blesener suggested that since it is likely that Pioneer <br />Park will not be usable in 1990, improvement of <br />backstops could be postponed until 1991. <br />Scalze replied that construction of the recreation <br />building is planned during 1990, and it was thought to <br />have backstops installed at the same time by the same <br />contractor to avoid additional disruption at the park. <br />Fahey pointed out that it wasn't many years ago that <br />the City did not have a contingency fund, and stated <br />that he was not uncomfortable eliminating it. Fahey <br />pointed out that if an emergency arises, the money <br />budgeted for the backstops and warming house would be a <br />further contingency. <br />The Auditor suggested that if the $50,000 contingency <br />fund is eliminated, the additional deficiency could be <br />made-up by increasing portions of the revenue budget <br />which were underestimated. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 89-11-545 - ELIMINATING TAE CONTINGENCY <br />PORTION OF THE 1990 BUDGET IN THE AMOUNT OF $50,000 <br />Page 4 <br />
