MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1989 <br />Fahey felt that Mr. Wesch would be capable of finding <br />other ways to market his business, and asked if this <br />was his sole marketing method. <br />Wesch replied that it was not his only marketing <br />method, but £elt it was a creative method, wesch <br />pointed out that the displays are high-quality and <br />represent a $9,000 investment each. <br />The City Planner pointed out that the location of Mr. <br />Wesch's business is an office/warehouse area, and not a <br />retail sales area. Therefore, if the structure is not <br />a retail sales structure, it is a sign, and this type <br />of sign is not in compliance with the City's sign <br />ordinance. <br />There was no one else from the general public present <br />wishing to comment on this matter. <br />Upon motion by Collova, seconded by Blesener, the <br />public hearing was closed. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 89-11-565 - DENYING THE APPLICATION OF <br />SCOTT WESCH, WESCOT CONSTRUCTION, FOR CONDITIONAL USE <br />PERMIT FOR CONSTRUCTION OF MODULAR BUILDINGS FOR <br />OUTDOOR ADVERTISING DISPLAY PURPOSES AT 85 EAST COUNTY <br />ROAD B, ON THE BASIS THAT THE PROPOSAL DOES NOT FIT <br />WITHIN THE CITY'S SIGN ORDINANCE OR THE <br />BUSINESS/WAREHOUSE DISTRICT AND HAS BEEN DETERMINED BY <br />THE CITY COUNCIL TO BE A GROUND-LEVEL BILLBOARD, WHICH <br />IS NOT ALLOWED BY CITY CODE <br />The foregoing resolution was duly seconded by Mr. <br />Fahey. <br />Ayes (5) Scalze, Fahey, Blesener, Collova, LaValle. <br />Nays (O). <br />Resolution declared adopted. <br />FALSE ALARM Mr. Bob Widstrand, Bob's Cycle Supply, appeared before <br />ORDINANCE the Council on the issue of false alarm fees as set <br />forth by City Ordinance. Widstrand explained that he <br />felt the fees were too high, and pointed out that false <br />alarms can be caused by many things, such as the radio <br />of a squad car driving by a building, someone jiggling <br />a door, microwave signals, etc. Widstrand felt that <br />Page 7 <br />
