MINUTES <br />CITY COUNCIL <br />December 27, 1989 <br />this with the City Engineer who indicated that a <br />building addition could go on the west. Philbrook also <br />reported that due to financing, he is not sure when an <br />addition might take place. Also, at this time, funding <br />to put in a parking lot is non-existent. Philbrook <br />reported that it would be his intention to put in the <br />parking lot at the time an addition went in. <br />The City Planner indicated that the off-site parking <br />proposed was O.K. by conditional use permit, however, a <br />lay-out for the site showing future parking is needed. <br />Blesener felt the use proposed for the site was a good <br />one. <br />Scalze asked if the CUP ran with the property. <br />The City Planner replied that it did as long as the use <br />of the property remained the same. <br />Scalze was concerned about a retail operation on the <br />site. <br />The Planner stated the CUP would not run to a retail <br />operation, but would to another office use. <br />Philbrook reported that his purchase agreement <br />indicates that the use of the property must be <br />non-retail/commercial as long as St. John's Church is <br />located across the street. <br />Philbrook requested that the Council also consider the <br />concept of a future addition on the west side of the <br />building. Philbrook reported that parking could be run <br />behind the building. The City Engineer has indicated <br />that the addition could go over the City's sewer <br />easement. <br />The City Engineer explained that the storm sewer is an <br />overflow from Savage Lake into the ditch. The sewer is <br />located 18 feet deep, and would be very expensive to <br />move. The City Engineer described the type of pipe <br />that it was and reported that he never heard of this <br />type of pipe collapsing. The Engineer pointed out that <br />the City would still retain its easement. <br />Philbrook reported that it was his understanding that <br />due to the depth of the pipe if repairs were necessary, <br />the City would tunnel to do those repairs. <br />Page 16 <br />
