MINUTES <br />City Council <br />February 28, 1990 <br />Pelstring replied that the developer is anticipating <br />getting in the ground in April or May on the first <br />buildinq. <br />LaValle asked if the developer had options on the other <br />Country Drive parcels, with Scalze asking if a signed <br />option agreement could be considered site control. <br />Pelstring replied that the developer is aware that he <br />needs site control over 60% of the Country Drive <br />parcels before the City will enter into the Development <br />Agreement. Pelstring replied that going beyond signed <br />option agreements was a tough issue, feeling that <br />requiring the signed options was reasonable. <br />GAMBLING Fahey pointed out the Council's desire to have a <br />CONTROL5 workshop meeting to discuss gambling controls with <br />pull-tab distributers. Fahey indicated that the <br />gambling trade area issue is scheduled to be discussed <br />at the Council's March 14th meeting. <br />Representatives of Lake Owasso Residence Volunteer <br />Council asked if there was any response to the letter <br />submitted by Betty Strohbeen today on the issue of <br />trade area. <br />Fahey replied that his position on the issue has not <br />chanqed, and again pointed out that the matter is <br />scheduled for discussion at the March 14th Council <br />meeting. <br />SENIOR Mr. Armand Brachman, Dominium Group, appeared before <br />CITIZEN the Council to discuss a concept proposal for the <br />HoUSING development of a 108-unit senior citizen apartment <br />building on the property adjacent to the Garden Terrace <br />complex. Brachman reported that he was submitting this <br />proposal as a joint venture with Barthel Construction, <br />and that Barthel Construction previously addressed the <br />Council on this issue. Brachman also introduced Lee <br />Maxfield from Maxfield & Associates, a market <br />consulting firm, who is present this evening, and Skip <br />Sorenson, Johnson, Sheldon & Sorenson Architects. <br />Brachman outlined the experience of his firm in <br />developing and manaqing such facilities. Brachman <br />reported that his proposal would be to provide new, <br />affordable housinq to seniors, and in order to do this, <br />the assistance of the City is needed in the form of Tax <br />Page 13 <br />
