MINUTES <br />CITY COUNCIL <br />March 14, 1990 <br />RESOLUTION N0. 90-3-119 - APPROVING AN EXEMPTION FROM <br />THE LAWFUL GAMBLING LICENSE REQUIREMENT FOR THE <br />ROSEVILLE SENIOR PARENTS' ASSOCIATION IN CONJUNCTION <br />WITH THE SENIOR LOCK-IN PARTY TO BE HELD ON FRIDAY, <br />JUNE 1, 1990, AND WAIVING THE CITY'S $10 ADMINISTRATION <br />FEE FOR THE PROCESSING OF THIS APPLICATION <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Scalze, Blesener, LaValle, Collova, Fahey. <br />Nays (o). <br />Resolution declared adopted. <br />CHARITABLE The Mayor reported that the City has received <br />GAMBLING correspondence from various charities operating within <br />TRADE AREA the City regarding the City's proposal to establish a <br />charitable gambling trade area. The Mayor read those <br />letters for the benefit of those present. The letters <br />were received from the Volunteer Council of the Lake <br />Owasso Residence, St. Joseph's Society for Charity, <br />Servants of Mary, Little Canada Recreation Association, <br />and the Little Canada Fire Department's Fire Chief. <br />Scalze noted that the Fire Chief is encouraging the <br />City to wait until the State Legislature addresses the <br />issue before acting. Scalze asked if this was the <br />position of the entire Fire Department, or that of the <br />Fire Chief himself. <br />Fahey suspected that the opinion was that of the Fire <br />Chief representing the interests of the Fire <br />Department. <br />Blesener stated that his opinion on the matter was <br />similar to that of the Fire Chief. Blesener reported <br />that he received a call from a member of the Recreation <br />Association, who voiced the same opinion as did the <br />Fire Chief. <br />Fahey reported that the matter before the Council is <br />whether or not to adopt an ordinance establishing a <br />trade area. Fahey stated that he was not pursuaded to <br />wait for the Legislature. Fahey also stated that he <br />did not want to see Little Canada's trade area include <br />its contiguous boundaries. <br />Scalze asked what the County's position is on retaining <br />the Lake Owasso group homes. <br />Blesener reported that the discussion has been to get <br />Page 3 <br />
