MINUTES <br />CITY COUNCIL <br />JUNE 12, 1990 <br />HOUSING PROJECT NEAR THE MARKET PLACE IN VIEW OF TAE <br />RESULTS OF THE MARKET STUDY REPORT, AND CONTINGENT UPON <br />DOMINIUM GROUP POSTING A$3,000 ESCROW DEPOSIT TO COVER <br />CITY CONSULTANT FEES INCURRED AS PART OF TAIS STUDY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Scalze, Collova, Blesener. <br />Nays (O). <br />Resolution declared adopted. <br />CENTRE Council reviewed the request of Nick Boosalis for <br />PLACE additional building permits in the Centre Place <br />BUILDING residential development as well as the City <br />PERMITS Administrator's letter dated June 6, 1990 identifying <br />the issues that need to be addressed before the <br />additional permits can be granted. <br />The Administrator reported that Mr. Boosalis has <br />submitted a letter agreeing to the terms and conditions <br />that have been identi£ied. However, the Administrator <br />pointed out that it is important to note that the <br />public improvements which are going in the area are of <br />primary importance and will take precedence over the <br />builder's house construction. <br />Blesener pointed out that if the City is aware that <br />public improvement construction that will block the <br />road for a day or two, the City could communicate that <br />with the builder. <br />The Administrator agreed, and pointed out that the <br />public improvements should qo in fairly quickly. <br />Collova stated that he was in favor of the additional <br />building permits, pointing out that it has been his <br />experience in other cities that houses are typically <br />constructed before the road is completed. <br />Boosalis pointed out that one benefit is that the taxes <br />will begin to generate sooner. <br />Fahey felt that no occupancy permits should be issued <br />for the homes until the road is completed, pointing out <br />the issue of fire protection. <br />Council discussed this and it was their concensus that <br />occupancy permits could be issued once Ordinance <br />provisions have been met, which Council thought could <br />require curb and gutter, base, and the first layer of <br />blacktop. <br />Page 9 <br />
