MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 1990 <br />Country Drive when it is the commercial development <br />along Country Drive to the north that really benefits <br />by the improvement. Gagne pointed out that these <br />homeowners do not need a 12 ton road or storm sewer or <br />curbing. Gagne felt that if the users of Nadeau Road <br />are going to be expected to pay for its improvement, <br />then those businesses using Country Drive should pay <br />for its improvement. <br />Scalze pointed out that when improvement of Country <br />Drive was made further to the north, these businesses <br />were assessed for those improvements. <br />Fahey reported that the normal way to assess a project <br />is on a lineal footage basis. ~owever, the only way to <br />pay for the improvement of Nadeau Road is to assess <br />those properties using the road as well as the Kandice <br />Heights development which will have some aesthetic <br />benefit. <br />Fahey pointed out that the appraiser has indicated that <br />the homeowners on Country Drive are benefited by the <br />improvement of Country Drive. Fahey felt it would be <br />hard to argue benefit when these properties will have a <br />new street in front of them. <br />Gagne pointed out that Country Drive is a State Aid <br />road and indicated that since the street was <br />constructed in 1962, the City has not spent any money <br />on that street other than to fix some potholes. <br />Scalze pointed out that improvements have been made to <br />other portions of Country Drive, and this is the last <br />portion to be upgraded. <br />Gagne stated that the property owners have had to put <br />up with a lousy road in front of their homes since <br />1980, and again stated that the improvement only <br />benefits the businesses further north. <br />Fahey stated that if the cost of the improvement is not <br />assessed to the properties abutting the improvement, <br />the other taxpayers in the City should not be expected <br />to pay these costs. <br />Bob Rudy pointed out that he is being assessed for <br />improvement of Country Drive, and asked if Condit <br />Street is improved, if he would be expected to pay <br />again. <br />Scalze pointed out that Mr. Rudy owns two different <br />parcels, one fronting on Condit and one on Country <br />Drive. <br />Page 12 <br />
