MINUTES CITY COUNCIL OCTOBER 30, 1990 needed to be more realistic, especially for variance applications. Blesener felt that in some situations the applicant should be informed of his chances in getting a request approved. Blesener pointed out that the Council has approved very few variance requests and felt applicants should be informed when the chances are poor that there request will be approved. The Administrator reported that he planned to submit a revised fee schedule for developer deposits as part of the Budget package. Fahey felt that the City's fees should be in the ballpark with what other cities are charging. Fahey also felt that applicants should be informed that any unpaid developer deposits would be enforced as a lien against the property. The Administrator pointed out the City Attorney's position that an ordinance allowing the City to certify unpaid developer deposits on property taxes may not be enforceable if contested. However, other cities have similar ordinances, and the likelihood of someone contesting the ordinance is slim from a practical standpoint. The Administrator again reported that he would have a recommendation to the Council on developer deposit fees as part of the budget review. COST The Council reviewed the City Planner's memo dated SAVINGS October 25, 1990 outlining potential cost savings MEASURES measures. GRIEMAN Council noted that a development proposal for the PROPERTY Grieman property will be presented to the Planning Commission and City Council in November. The Administrator reported that the developer will be requesting Tax Increment Financing assistance as part of his development proposal.
