MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 1990 <br />Fahey felt that the City should enter into a <br />development agreement with the Costa family stating <br />that when they are ready to proceed with the <br />development of Costa Lane, the City will condemn the <br />needed right-of-way, if necessary. Fahey also felt the <br />development agreement should provide that the developer <br />pick up any costs that cannot be assessed. <br />Pete Costa stated that this sounds agreeable to him. <br />DeBace agreed pointing out that the City will not have <br />to front any money, and the developers will not have to <br />front any money until they are ready to proceed with <br />Costa Lane. <br />Blesener asked if the City would put itself in a bind <br />by declaring that it will proceed with condemnation, if <br />necessary, when the developers are ready to proceed <br />with Costa Lane. <br />Fahey suggested that if Mr. Bruhn knows the City is <br />willing to go to condemnation, he may rethink his <br />position. <br />Blesener felt the City should leave its options open <br />with regard to Costa Lane. <br />Mr. Clarence Bruhn stated that he feels Costa Lane <br />should horseshoe back to DeSoto along the northern edge <br />of Lot 31. Bruhn felt that this option would bring the <br />people living on Vanderbie, Allen and DeSoto back <br />together again as neighbors. This also provided Mr. <br />Wright the opportunity to develop his property by <br />turning his lots to face south. This option would not <br />require the purchase of any right-of-way, and the City <br />would not have to condemn any right-of-way. <br />Bruhn pointed out that the houses on Lots 2 and 3 along <br />Vanderbie are setback so that if these lots are split, <br />they would have very small backyards. Bruhn also <br />pointed out that he has a utility barn in his back yard <br />which he would have to move should he decide to split <br />his property. Bruhn stated that he bought his property <br />because it was a large lot, and he is not interested in <br />dividing it. Bruhn reported that Burnet Realty has <br />informed him that his home with the large lot would <br />bring about $95,000. Should he divide his property, <br />his home with a small lot would bring about $85,000. <br />Estimated sale price of the lot would be $25,000. <br />Bruhn pointed out that the estimated cost of <br />assessments for Costa Lane would be about $15,000 for a <br />100-foot lot.
