The Superintendent also <br />informed the Council that if the City does not put a <br />recycling program in place, the County will mandate a <br />program for the City. The Superintendent also pointed <br />out that the City needs to include its multi-family <br />housing in its recycling program in order to meet the <br />City~s abatement goals. Fahey sugqested that these <br />facts be communicated to the property owners in the <br />City. Scalze asked if homeowners would be able to <br />recycle plastics. The Superintendent replied that one <br />of the haulers has a market for plastics, however, the <br />other does not. Therefore, plastic recycling is not <br />offered in the City. Fahey suggested that when the <br />haulers' contracts are up for renewal, the City require <br />as a condition of renewal that plastics recycling be <br />provided. Fahey instructed the Superintendent to put <br />the haulers on notice that this will be a condition of <br />contract renewal. <br />The 1991 City Garage budget was proposed at $7,700 <br />versus $7,775 for 1990. <br />The 1991 Recreation budget is proposed at $76,330 <br />versus the 1990 budget of $72,960. It was noted that <br />it will be necessary to purchase a mower during 1991. <br />The Superintendent suggested that with the addition of <br />Pioneer Park it would be better to purchase a large <br />mower with detachable wings. <br />The 1991 Park budget is proposed at $53,200 versus <br />$42,875 for 1990. The Recreation Director pointed out <br />that the increase in this budget is due to the addition <br />of Pioneer Park which, in effect, doubled the City's <br />park system. This budget does not take into account <br />the cost of grass cutting, however, does account for <br />maintenance of ballfields. The Director pointed out <br />that there is ground work necessary during 1991 to get <br />the Pioneer Park ballfields in playing condition. The <br />Administrator pointed out that the City has not <br />received all the pledged donations for the 1990 Super <br />Summer Program, and additional revenue is anticipated <br />during 1990 to bring this particular line item down. <br />The Director indicated that he will follow up with the <br />organizations involved. Council discussed the Park <br />Consultant fees that are a part of the Recreation <br />Budget, and it was suggested that these fees could be <br />charged back to the various projects and be paid out of <br />the Park Development Fund. However, it was noted that <br />costs for the Park Master Plan should be retained as <br />part of the Park budget. <br />The Park Consultant reviewed 1989 and 1990 Park <br />Page 5 <br />
