MINUTES <br />CITY COUNCIL <br />DECEMBER 12, 1990 <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-12-542 - APPROVING THE MINUTES OF THE <br />DECEMBER 5, 1990 WORKSHOP MEETING AS CORRECTED <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Blesener, Fahey, Collova, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />1991 BUDGET The Mayor opened the Public Hearing to consider the <br />proposed 1991 Budget. <br />The City Administrator presented a detailed review of <br />the proposed 1991 Budget of which the following is a <br />brief summary. The Administrator pointed out the <br />notice that property owners received from Ramsey County <br />which reflected the proposed percentage increases of <br />the City, County and School District. Little Canada's <br />portion of the tax dollar is 16%, while the County's is <br />30% and School District's is 50%. The remaining 4o is <br />comprised of smaller taxing jurisdictions. Little <br />Canada's proposed increase is 7.12%, which applied <br />against its 16% share of the tax dollar reflects a <br />1.14% tax increase. The Administrator reported that <br />the combined increase of all three jurisdictions <br />reflects an 8.91% increase to the property owner. The <br />Administrator reported that other impacts on property <br />taxes are levy amounts, homestead credits and <br />valuations of individual properties which are set by <br />the County. <br />Little Canada's proposed 1991 General Fund tax levy is <br />$1,046,140 while Bonded Indebtedness tax levy is <br />$664,525 for a total of $1,710,665. The 1990 General <br />Fund and Bonded Indebtedness tax levy was $1,597,030. <br />The Administrator reported that the General Fund <br />comprises 59% of the increase, while Bonded Debt is <br />responsible for 410. $130,000 of the Bonded Debt is <br />the 1991 payment for the new fire station. The <br />Administrator pointed out that up until two years ago <br />the City had no increase in the tax bill. However, in <br />1990 and 1991 the State of Minnesota reduced Local <br />Government Aids, causing the City to make up for this <br />loss in aid. <br />Page 2 <br />
