MINUTES <br />CITY COUNCIL <br />DECEMBER 12, 1990 <br />Scalze suggested that if there is interest in forming a <br />citizens' committee of this nature, those interested <br />contact the City Administrator. <br />Tracy George reported that she attended the County's <br />budget hearing and that the County already had their <br />minds made up before the hearing. George asked if the <br />Council had their minds made up. <br />Fahey stated that he believed the Budget as presented <br />should be approved. Just because money is budgeted <br />does not mean it has to be spent. The City will <br />continue to look for areas where savings can be <br />realized. However, Fahey did not believe there were <br />areas in the Budget where significant savings could be <br />realized. <br />George questioned certain line items in the Budget, <br />such as postage and utilities. <br />Council pointed out that there are postage costs that <br />are mandated, such as when the City is required to mail <br />public hearing notices. The City's newsletter is also <br />a big factor in postage costs. These costs are <br />recovered from the developers involved. Increased <br />telephone costs are projected since an additional phone <br />line will need to be added. The City Center addition <br />and our assumption of costs associated with the old <br />fire hall are factors in increased utility costs, as <br />are anticipated increases in utility costs. It was <br />also pointed out that the City will be taking over the <br />old Fire Station when it is vacated by the Fire <br />Department. <br />George stated that there are people in the City on <br />fixed incomes who will have difficulty meeting their <br />property tax increases. George stated that it seems <br />the City is not saving, and that citizens cannot tell <br />the City to say no. George stated that she has no <br />additional money to give the City. All she could do is <br />volunteer her time to the City. <br />Fahey stated that in some cases any tax increase works <br />a hardship.
