MINUTES <br />CITY COUNCIL <br />APRIL 10, 1991 <br />feel the City could hold up Mr. Malsam's sale of his <br />property. Blesener stated that his concern was that if <br />the City bought out the three homes on Country Drive, <br />it would also have to buy the Gagne homestead. <br />Blesener stated that he would like to see the Gagne <br />homestead property serve as a buffer to the Burke Lane <br />area. Blesener was not in favor of the City buying out <br />the Gagne homestead with tax dollars. Blesener stated <br />that his vote would be to let Mr. Malsam sell his <br />property. <br />Aanson stated that he saw no reason to doubt the <br />developer's sincerity in stating he will see the plan <br />for the area through. However, at the same time could <br />sympathize for the three homeowners on Country Drive. <br />Hanson stated that in good conscience he could not hold <br />up the sale of the Malsam property. Hanson also <br />commented that he knows the Council has worked long and <br />hard on the development of the Country Drive area. <br />Scalze pointed out that the Council always knew that <br />the redevelopment of the three homes in the southern <br />portion of the area would be the toughest part of the <br />project. Scalze pointed out that TIF surpluses were <br />always meant for the redevelopment of these properties, <br />the City is only being forced to speed up the process <br />because of the potential sale of the Malsam property. <br />Blesener suggested that it was sooner than the City <br />could afford it. <br />Mr. Zender reported that he has a potential buyer for <br />his property who wants to redevelop it as a day care <br />center. Zender suggested that if that sale does not go <br />through, he was thinking of converting his home into a <br />duplex. <br />Blesener pointed out that the property is zoned <br />commercial, therefore, a duplex would not be a <br />permitted use. <br />Zender felt that the City has been in control of the <br />situation from the beginning. Zender pointed out that <br />the property owners were assessed for the road <br />improvement and have not gotten any benefit. Zender <br />stated that now there are potential buyers, as well as <br />ideas for some of the parcels, but the City is still <br />controlling the situation. Zender felt that Malsam <br />should be able to sell his property for a sign <br />business, and that he should be able to sell his <br />property for a child care center. <br />Page 10 <br />
