MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />Pursuant to due call and notice thereof a workshop <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 10th day of July, 1991 in the <br />Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />JULY 10, 1991 <br />Mayor Raymond Hanson chaired the meeting and called it <br />to order at 5:30 P.M. and the following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mr. Raymond Hanson <br />Mr. Bill Blesener <br />Mr. Rick Collova <br />Mrs. Beverly Scalze <br />MEMBERS ABSENT: <br />ALSO PRESENT: <br />Council Member <br />City Admin. <br />City Auditor <br />Rec. 5ecretary <br />Mr. Jim LaValle <br />Mr. Joel Hanson <br />Mr. Bob Voto <br />Mrs. Kathy Glanzer <br />1990 AUDIT Mr. Bob Voto appeared before the Council and presented <br />REPORT the Annual Financial Report dated December 31, 1990 as <br />well as the Management Report and Recommendations and <br />Capital Project Funds Report. <br />Mr. Voto began with an indepth review of the Management <br />Report and Recommendations. Voto highlighted the <br />State~s legislative climate and its effect on local <br />government. 5pecifically, aid cuts and shifts on a <br />State-wide basis and aid cuts and shift as they <br />specifically affect the City. Voto pointed out that <br />the City~s local government aid received from the State <br />has decreased from $366,200 in 1989 to $138,700 in 1990 <br />and to an estimated $71,200 in 1991. Voto also pointed <br />out that the State is allowinq no inflationary increase <br />for the City~s 1992 levy, however, will allow the City <br />to increase its levy to make up for lost State aid <br />amounts. This results in a shift away from State aids <br />to property taxes. <br />Voto reviewed the effect of State aids and local <br />property taxes on the City~s General and Special <br />Revenue Funds as detailed on pages 6 through 11 of the <br />report. <br />Page 1 <br />
