MINUTES <br />CITY COUNCIL <br />JULY 24, 1991 <br />Blesener suggested that Mitsch contact the County and <br />reported that City staff would contact the County as <br />well to assist in getting the project completed <br />correctly. <br />The City Administrator corrected his earlier statement <br />about project costs per lineal foot. While the County <br />passes on 75% of the cost of shoulder paving to the <br />City, the City then assesses that cost on an 80/20 <br />basis. 20% goes on general taxation, while property <br />owners are assessed 80%. Therefore, estimated cost per <br />front foot would be $1.71. <br />Janelle Russell, 2167 McMenemy, asked if the State and <br />County were not responsible for roads. <br />The City Administrator pointed out that the County is <br />responsible for normal paving. However, this <br />improvement involves paved shoulders. <br />Russell agreed that the road was not widened along <br />her~s or Mr. Mitsch~s property. <br />The Administrator reported that this would be verified <br />with the County prior to the assessment hearing. The <br />Administrator reported that if that is the case, it <br />could be that there will be no assessment to the Mitsch <br />or Russell properties. <br />Mitsch reported that the Post Office has informed him <br />that he must move his mailbox closer to the road then <br />it had been before the improvement was made. Mitsch <br />stated that the County did replace curbing, but the <br />road was not widened. <br />Blesener pointed out that staff will meet with the <br />County and determine which properties benefitted by the <br />improvement. <br />Upon motion by Blesener, seconded by Collova, the <br />public hearing was closed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-7-237 - ORDERING TAE IMPROVEMENT OF <br />COUNTY ROAD B FROM A POINT 1,325 FEET EAST OF RICE <br />STREET TO MCMENEMY ROAD BY SHOULDER PAVING <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (3) Blesener, Collova, Scalze. <br />Nays (o). <br />Resolution declared adopted. <br />Page 4 <br />
