MINUTES CITY COUNCIL JULY 24, 1991 Blesener suggested that Mitsch contact the County and reported that City staff would contact the County as well to assist in getting the project completed correctly. The City Administrator corrected his earlier statement about project costs per lineal foot. While the County passes on 75% of the cost of shoulder paving to the City, the City then assesses that cost on an 80/20 basis. 20% goes on general taxation, while property owners are assessed 80%. Therefore, estimated cost per front foot would be $1.71. Janelle Russell, 2167 McMenemy, asked if the State and County were not responsible for roads. The City Administrator pointed out that the County is responsible for normal paving. However, this improvement involves paved shoulders. Russell agreed that the road was not widened along her~s or Mr. Mitsch~s property. The Administrator reported that this would be verified with the County prior to the assessment hearing. The Administrator reported that if that is the case, it could be that there will be no assessment to the Mitsch or Russell properties. Mitsch reported that the Post Office has informed him that he must move his mailbox closer to the road then it had been before the improvement was made. Mitsch stated that the County did replace curbing, but the road was not widened. Blesener pointed out that staff will meet with the County and determine which properties benefitted by the improvement. Upon motion by Blesener, seconded by Collova, the public hearing was closed. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 91-7-237 - ORDERING TAE IMPROVEMENT OF COUNTY ROAD B FROM A POINT 1,325 FEET EAST OF RICE STREET TO MCMENEMY ROAD BY SHOULDER PAVING The foregoing resolution was duly seconded by Collova.
