MINUTE5 <br />CITY COUNCIL <br />OCTOBER 29, 1991 <br />Lee stated that he would appeal the assessment as a <br />matter of principle since he felt his property did not <br />contribute to the Thunder Bay drainage system and felt <br />the assessment was wrong. <br />Scheibel asked what the City was doing to assure that <br />this doesn't happen again. Scheibel pointed out that <br />developers have made money from the Thunder Bay area <br />development. Now the drainage has to be redone, and <br />property owners have to pay for it. <br />Hanson pointed out the poor soils that exist in the <br />area. Hanson also pointed out that property owners <br />have a right to develop their property. <br />Lee did not feel property owners should have to help <br />pay for neighboring properties' drainage problems. <br />George felt it was the City's responsibility to <br />recognize the problem in the area and require the <br />developers to address it. George felt that the <br />property owners were now paying for the City's failure <br />to do its job. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-10-370 - DENYING THE APPEAL OF <br />ASSESSMENT PRESENTED BY TRACEY GEORGE, 3018 THUNDER BAY <br />ROAD, BASED ON THE RECOMMENDATION OF THE CITY ENGINEER <br />TAAT 3018 THUNDER BAY ROAD SHOULD ~E INCLUDED IN THE <br />IMPROVEMENT AND CONTRIBUTES TO THE THUNDER BAY DRAINAGE <br />SYSTEM <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (4) Blesener, Collova, Hanson, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />M~s. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-10-371 - DENYING THE APPEAL OF <br />ASSESSMENT PRESENTED BY RON AND DEBRA SCHEIBEL, 3033 <br />GREENBRIER STREET, BASED ON THE RECOMMENDATION OF THE <br />CITY ENGINEER THAT 3033 GREENBRIER STREET SHOULD BE <br />INCLUDED IN THE IMPROVEMENT AND CONTRIBUTES TO THE <br />THUNDER BAY DRAINAGE SYSTEM <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) Scalze, Blesener, Collova, Hanson. <br />Nays (O). <br />Resolution declared adopted. <br />Page 18 <br />
