MINUTES <br />CITY COUNCIL <br />OCTOBER 29, 1991 <br />Aanson asked if a change in the $2 figure would require <br />the development contract to be amended. <br />The City Administrator stated that it would not take <br />much to amend the contract. <br />Scalze again expressed concern about negotiating <br />purchase prices at an assessment hearing. <br />The City Administrator stated that typically easement <br />prices are not negotiated at an assessment hearing, but <br />have been acquired as part of the project. This <br />situation is unique because the property is owned by <br />the City. <br />Collova asked the effect of lowering the easement cost <br />to $1.35 per square foot. <br />The City Administrator replied that the net change is <br />between $8,000 and $9,000. The Administrator felt that <br />the $1.35 per square foot relative to Country Drive was <br />low. The Administrator also pointed out that the <br />Country Drive property has a few more amenities than <br />this property. <br />Mr. Wickman reported that he paid $1.40 per square foot <br />for his property on DeSoto ten years ago. <br />There was no one else from the general public wishing <br />to comment. <br />Upon motion by Blesener, seconded by Collova, the <br />public hearing was closed. <br />Blesener stated that he can see reasons to support the <br />$2 per square foot cost for easement acquisition, and <br />noted that the figure has been agreed to as part of the <br />development agreement. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-10-365 - ADOPTING THE ASSESSMENTS FOR <br />IMPROVEMENT NO. 90-21, DESOTO STREET, AS PRESENTED BY <br />THE CITY ADMINISTRATOR AT AN INTEREST RATE OF 7.25 <br />PERCENT FOR A TERM OF TEN YEARS WITH THE TWO CLERICAL <br />CORRECTIONS AS OUTLINED FOR THE MAILAND AND WICKMAN <br />PROPERTIES <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, Hanson. <br />Nays (0).
