MINUTES CITY COUNCIL OCTOBER 29, 1991 Aanson asked if a change in the $2 figure would require the development contract to be amended. The City Administrator stated that it would not take much to amend the contract. Scalze again expressed concern about negotiating purchase prices at an assessment hearing. The City Administrator stated that typically easement prices are not negotiated at an assessment hearing, but have been acquired as part of the project. This situation is unique because the property is owned by the City. Collova asked the effect of lowering the easement cost to $1.35 per square foot. The City Administrator replied that the net change is between $8,000 and $9,000. The Administrator felt that the $1.35 per square foot relative to Country Drive was low. The Administrator also pointed out that the Country Drive property has a few more amenities than this property. Mr. Wickman reported that he paid $1.40 per square foot for his property on DeSoto ten years ago. There was no one else from the general public wishing to comment. Upon motion by Blesener, seconded by Collova, the public hearing was closed. Blesener stated that he can see reasons to support the $2 per square foot cost for easement acquisition, and noted that the figure has been agreed to as part of the development agreement. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 91-10-365 - ADOPTING THE ASSESSMENTS FOR IMPROVEMENT NO. 90-21, DESOTO STREET, AS PRESENTED BY THE CITY ADMINISTRATOR AT AN INTEREST RATE OF 7.25 PERCENT FOR A TERM OF TEN YEARS WITH THE TWO CLERICAL CORRECTIONS AS OUTLINED FOR THE MAILAND AND WICKMAN PROPERTIES The foregoing resolution was duly seconded by Scalze.
