MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1991 <br />Fahey pointed out that the difference in compensation <br />under the Sheriff's contract versus the remuneration <br />for a 36-man Fire Department is incredible. <br />Collova pointed out that the cost of police protection <br />has risen because a couple of cities have dropped out <br />of the contract and the formula for distribution of <br />costs was changed. <br />Blesener pointed out the stance that Fahey had taken as <br />Mayor was one of tightening our belts. <br />Fahey pointed out that this is the first year the City <br />has chosen to cut the general fund budget for the Fire <br />Department. Fahey also expressed concern about the <br />decrease in City contribution to the Fire Relief <br />Association, pointing out that 5 or 6 years ago the <br />Council made a commitment to match State funding to the <br />Relief Association. Fahey stated that this issue has <br />been set aside in an effort to make the rest of the <br />budget come together. <br />Blesener pointed out that the Council's intent was <br />always to do the capital improvement funding. Blesener <br />was not sure why this issue was being raised as a <br />concern, pointing out that these funds have been <br />included in the City's capital improvements budget. <br />LaValle agreed that the Council has committed to <br />funding all the safety equipment purchases proposed by <br />the Fire Department. <br />Scalze felt it was a slam to the Council to indicate <br />that the Council had not agreed to fund capital <br />improvement purchases such as hose replacement. Scalze <br />asked for a clarification on the $7 per hour or $7 per <br />call issue. <br />The Fire Chief reported that these are two different <br />issues. The Fire Department's budget request proposes <br />$7 per hour for work readiness issues such as equipment <br />maintenance, and remuneration at a rate of $7 per fire <br />call, no matter how long the call. <br />Fahey pointed out that work readiness includes a lot of <br />maintenance that would be substantially more expensive <br />if it were sent out to be done. <br />Blesener pointed out the comment that when the Fire <br />Department put together its budget it had to block out <br />of its mind that the City had limits. Blesener <br />indicated that the City cannot block this out. <br />Page 8 <br />
