MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1992 <br />involved in Fire Department budget negotiations. <br />The Administrator stated that he did not see the dual <br />department head status as an official conflict of <br />interest, but rather that there may be a perceived <br />incompatibility of the two positions. <br />Scalze agreed. <br />Boss stated that both the City and Fire Department <br />answer to the citizens of Little Canada. Boss <br />commented that public safety is of the essence and is <br />more important than recreation, streets, sewers. Boss <br />asked if the City has really heard from the citizens in <br />regard to this matter. Boss urged the Council not to <br />make a decision on perception, but rather ask for input <br />from the citizens on the issue of whether or not it was <br />important to have a Chief that is available during the <br />day to provide public safety during that time. <br />Hanson felt that the dual department head status had <br />too many negatives for him to find it acceptable. <br />Steve Morelan stated that he could not understand why <br />the Council felt there would be a conflict with a dual <br />department head status. Morelan stated that he could <br />see where a person may not want to hold two jobs, but <br />he did not see it as a situation where the City would <br />lose. <br />Fahey stated that when he was Mayor he often made cuts <br />in the Fire Department budget, and did not let he <br />position as a fire fighter interfere with that <br />process. <br />Cylkowski asked for clarification on the conditions of <br />the employment offer to Morelan. <br />The Administrator reported that the employment offer <br />was conditioned upon a satisfactory physical, and it <br />was his opinion that the motion making the offer did <br />not contain a condition that Morelan not serve as Fire <br />Chief in the future. <br />Morelan stated that this was his understanding of the <br />motion. <br />The Administrator felt that the issue was down to the <br />portion of the interview where Morelan stated that he <br />was not interested in being Fire Chief, and the later <br />indication by Morelan when the employment offer was <br />made that he would not make an affirmative statement to <br />that effect.
