Therefore, the City has minimized the amount of <br />property taken off the tax rolls. Sanders noted that <br />the City has also incorporated wetland areas into the <br />park system in an effort to preserve and utilize these <br />as nature areas. <br />Collova asked how many first and second ring cities met <br />the park land standard. <br />Sanders replied that at least 75% do, and many cities <br />exceed the standard. <br />Sanders reviewed the City's trail system noting that <br />the City has developed about 4 miles of trails with the <br />capacity of a 10 mile system. The City is currently <br />working with the St. Paul Water Department for <br />development of a trail on Water Works property. <br />Hopefully, the City will have an answer shortly on that <br />trail proposal, and Sanders noted that there is money <br />budgeted for the improvement. <br />The next section of the Park Master Plan reviewed was <br />the proposed park system plan. Sanders noted that a <br />future small park is proposed in the Owasso Blvd. area <br />near Water Works property. other acquisitions proposed <br />are the Turnquist and Schletty wetland areas. <br />xanson asked if the City would have to acquire these <br />wetland areas since they are now existing under private <br />ownership and do generate tax revenue for the City. <br />Sanders replied that these properties are being <br />encroached on, noting that the corner of McMenemy and <br />Viking Drive has been filled in. <br />Collova noted that the property across from the <br />Turnquist property was not included and this is <br />definitely a wetland area. <br />Sanders agreed, but pointed out that the City already <br />owns this property. <br />Sanders reported that a trail and bikeway system around <br />Gervais Lake is a very high priority. <br />Blesener suggested that if the consolidation being <br />discussed is approved, development of this trail will <br />be a very difficult thing to accomplish. <br />Scalze stated that it was her understanding that the <br />County was going to put a lot of money into upgrading <br />roads before they are turned back to municipalities. <br />Page 12 <br />
